| 5 | 6 | | WHEREAS, Texas Juvenile Justice Professional Day is taking |

| 6 | 7 | | place on January 24, 2017, and this occasion offers an ideal |

| 7 | 8 | | opportunity to recognize the outstanding contributions of the |

| 8 | 9 | | dedicated individuals working in this field; and |
|---|
| 9 | 10 | | WHEREAS, The Texas juvenile justice system is regarded as one |
|---|
| 10 | 11 | | of the most progressive in the country and is composed of 166 |
|---|
| 11 | 12 | | community-based probation departments that serve the state's 254 |
|---|
| 12 | 13 | | counties in partnership with the Texas Juvenile Justice Department; |
|---|
| 13 | 14 | | and |
|---|
| 14 | 15 | | WHEREAS, More than 8,200 certified juvenile probation and |
|---|
| 15 | 16 | | supervision officers work tirelessly and courageously to help |
|---|
| 16 | 17 | | rehabilitate young people, handling 100 percent of the referrals |
|---|
| 17 | 18 | | received into the juvenile justice system each year and providing |
|---|
| 18 | 19 | | ongoing services at the local level to 95 percent of those |
|---|
| 19 | 20 | | referrals; and |
|---|
| 20 | 21 | | WHEREAS, When dealing with young offenders, the Texas legal |
|---|
| 21 | 22 | | system depends on the efforts of juvenile court judges, juvenile |
|---|
| 22 | 23 | | prosecutors, juvenile defense attorneys and advocates, and law |
|---|
| 23 | 24 | | enforcement officers and their staff to break the cycle of youth |
|---|
| 24 | 25 | | crime and violence and protect the public from delinquent conduct; |
|---|
| 25 | 26 | | to ensure the consistency and quality of such services throughout |
|---|
| 26 | 27 | | the state, Texas Juvenile Justice Department staff members also |
|---|
| 27 | 28 | | offer assistance and training to all juvenile justice personnel in |
|---|
| 28 | 29 | | addition to providing rehabilitation services directly to young |
|---|
| 29 | 30 | | offenders committed to the department's facilities; and |
|---|
| 30 | 31 | | WHEREAS, Through their hard work and expertise, juvenile |
|---|
| 31 | 32 | | justice professionals make a positive difference in the lives of |
|---|
| 32 | 33 | | at-risk youth and help maintain the security of the citizens of |
|---|
| 33 | 34 | | Texas, and their contributions are indeed deserving of recognition; |

| 34 | 35 | | now, therefore, be it |

| 35 | 36 | | RESOLVED, That the House of Representatives of the 85th Texas |

| 36 | 37 | | Legislature hereby recognize January 24, 2017, as Texas Juvenile |

| 37 | 38 | | Justice Professional Day and commend youth probation personnel for |

| 38 | 39 | | the essential services they provide. |
