| 10 | 11 | | opened vast natural gas resources to development, and demand on |
|---|
| 11 | 12 | | U.S. natural gas markets can now grow with little impact on domestic |

| 12 | 13 | | prices; plentiful supplies and unprecedented advances in |

| 13 | 14 | | technology also present a historic opportunity for the United |
|---|
| 14 | 15 | | States to achieve energy self-sufficiency while creating jobs and |
|---|
| 15 | 16 | | wealth; and |
|---|
| 16 | 17 | | WHEREAS, Global demand for LNG is expected to climb |
|---|
| 17 | 18 | | significantly in the coming years; the U.S. Department of Energy |
|---|
| 18 | 19 | | estimates that by the early 2020s, liquefied natural gas will |
|---|
| 19 | 20 | | dominate U.S. natural gas exports; two new LNG export facilities |

| 20 | 21 | | are under construction in Texas and are expected to be operational |
|---|
| 21 | 22 | | in the next two years; another has received all necessary permits to |
|---|
| 22 | 23 | | begin construction, and four more are awaiting final regulatory |
|---|
| 23 | 24 | | approvals from the federal government; and |
|---|
| 24 | 25 | | WHEREAS, According to recent studies, the expansion of LNG |
|---|
| 25 | 26 | | markets will generate billions of dollars in net benefits to the |
|---|
| 26 | 27 | | U.S. economy; moreover, increases in LNG exports could create |
|---|
| 27 | 28 | | hundreds of thousands of jobs, including tens of thousands in |
|---|
| 28 | 29 | | construction and operations; and |
|---|
| 29 | 30 | | WHEREAS, In Texas, construction and operation of multiple LNG |
|---|
| 30 | 31 | | export facilities along the Gulf Coast will encourage new direct |
|---|
| 31 | 32 | | infrastructure investments worth billions of dollars and |
|---|
| 32 | 33 | | contribute local tax revenues to communities across the state, and |
|---|
| 33 | 34 | | such projects could create more than 150,000 jobs and up to $31 |
|---|
| 34 | 35 | | billion in income for Texas residents by the year 2035; and |
|---|
| 35 | 36 | | WHEREAS, LNG exports will contribute to the nation's global |

| 36 | 37 | | energy leadership and to other vital goals, among them stability in |
