4	4	R E S O L U T I O N
5	5	WHEREAS, We respect the rule of law and love of our neighbors;
6	6	and
7	7	WHEREAS, The U.S. Department of State defines anti-Semitism
8	8	as: "a certain perception of Jews, which may be expressed as hatred
9	9	toward Jews. Rhetorical and physical manifestations of
10	10	anti-Semitism are directed toward Jewish or non-Jewish individuals
11	11	and/or their property, toward Jewish community institutions and
12	12	religious facilities;" and
13	13	WHEREAS, There is clear evidence of increasing incidents and
14	14	expressions of anti-Semitism throughout the United States; and
15	15	WHEREAS, Anti-Semitic acts committed and recorded since the
16	16	Presidential election on November 8, 2017 have increased and
17	17	include violent attacks and death threats against Jews, arson,
18	18	graffiti and property desecration at Jewish cemeteries, places of
19	19	worship, schools and community centers; and
20	20	WHEREAS, The very recent acts of vandalism on more than 100
21	21	gravestones at a Jewish cemetery in Missouri, as well as 11 reported
22	22	bomb threats against Jewish community centers across the United
23	23	States in one day have given rise to concerns about an increase in
24	24	anti-Semitism across the country; and
25	25	WHEREAS, The United States government has played an essential
26	26	role in counteracting the resurgence of anti-Semitism worldwide and
27	27	has consistently supported efforts to address the rise of
28	28	anti-Semitism through its bilateral relationships and
29	29	participation in international organizations such as the United
30	30	Nations, the Organization for Security and Cooperation in Europe,
31	31	and the Organization of American States; and
32	32	WHEREAS, The State of Texas applauds the United States and
33	33	those foreign leaders who have condemned anti-Semitic acts and
34	34	calls on those who have yet to take firm action against
35	35	anti-Semitism in their countries to do so; and
36	36	WHEREAS, The members of the Texas House of Representatives
37	37	strongly condemn the recent acts of anti-Semitism and call on the
38	38	President of the United States and members of Congress to follow
39	39	suit; now, therefore, be it
40	40	RESOLVED, That the members of the Texas House of
41	41	Representatives support expanded anti-bias education programs in
42	42	Texas public schools to increase awareness, counter prejudice and
43	43	enhance efforts to teach the universal lessons of tolerance and
44	44	inclusivity; and, be it further
45	45	RESOLVED, That the Chief Clerk of the Texas House of
46	46	Representatives forward official copies of this resolution to the
47	47	President of the United States, and to all members of the Texas
48	48	delegation in Congress and request that this resolution be entered
49	49	in the Congressional Record as a memorial to the Congress of the
50	50	United States of America.
