| 5 | 6 | | WHEREAS, Dr. Fred Farias III of McAllen won national |

| 6 | 7 | | recognition in 2016 with his selection as Optometrist of the Year by |

| 7 | 8 | | the American Optometric Association; and |
|---|
| 8 | 9 | | WHEREAS, The AOA honored Dr. Farias for his years of service |
|---|
| 9 | 10 | | to his patients, his profession, and to the public at large; a |
|---|
| 10 | 11 | | graduate of the Southern College of Optometry, he is the CEO of |
|---|
| 11 | 12 | | 20/20 Vision Care in McAllen, where he is a therapeutic optometrist |
|---|
| 12 | 13 | | specializing in glaucoma; and |
|---|
| 13 | 14 | | WHEREAS, Dr. Farias has served as president of the Rio Grande |
|---|
| 14 | 15 | | Valley Optometric Society and the Texas Optometric Association, |
|---|
| 15 | 16 | | which named him the state's Optometrist of the Year in 2015; he has |
|---|
| 16 | 17 | | been an AOA Keyperson for more than two decades and has worked with |
|---|
| 17 | 18 | | the association's Federal Legislative Action and Keyperson |
|---|
| 18 | 19 | | Committee; Governor Rick Perry appointed him to the Texas Optometry |
|---|
| 19 | 20 | | Board from 2001 to 2007, and more recently, Governor Greg Abbott |
|---|
| 20 | 21 | | appointed him to the Texas Higher Education Coordinating Board; and |
|---|
| 21 | 22 | | WHEREAS, This caring professional has been the state |

| 22 | 23 | | coordinator for Vision USA, which offers free eye care to |
|---|
| 23 | 24 | | low-income individuals, and he has also volunteered with InfantSEE, |
|---|
| 24 | 25 | | which provides no-cost eye assessments for infants; he is also a |
|---|
| 25 | 26 | | charter member of the Optometry Cares Society, and he has sponsored |
|---|
| 26 | 27 | | vision screenings for underserved communities in South Texas; and |
|---|
| 27 | 28 | | WHEREAS, For three decades, Dr. Fred Farias has provided |
|---|
| 28 | 29 | | expert and compassionate care to his patients and become both a |
|---|
| 29 | 30 | | state and national leader in his profession, and he is truly |
|---|
| 30 | 31 | | deserving of this prestigious award from his peers; now, therefore, |

| 32 | 33 | | RESOLVED, That the House of Representatives of the 85th Texas |

| 33 | 34 | | Legislature hereby congratulate Dr. Fred Farias III on being named |
