| 8 | 9 | | WHEREAS, Established in 1883, Blinn is a comprehensive |

| 9 | 10 | | two-year college presenting academic transfer, workforce training, |
|---|
| 10 | 11 | | and continuing education classes at campuses in Brenham, Bryan, |

| 11 | 12 | | Schulenburg, and Sealy; the college offers 96 academic degree and |

| 12 | 13 | | certificate programs, and its close partnerships with state |
|---|
| 13 | 14 | | universities have allowed for the creation of such innovative |
|---|
| 14 | 15 | | educational opportunities as the Texas A&M Engineering Academy at |
|---|
| 15 | 16 | | Blinn, the Transfer Enrollment at A&M (TEAM) Program, and the Blinn |

| 16 | 17 | | College Simulation and Clinical Labs at the Texas A&M Health |

| 17 | 18 | | Science Center in Bryan; and |

| 18 | 19 | | WHEREAS, Blinn College has seen significant enrollment |

| 19 | 20 | | growth in the past decade, and its transfer rate of 39.5 percent |

| 20 | 21 | | nearly doubles the statewide average; moreover, the college's |

| 21 | 22 | | workforce training job placement rate exceeds 90 percent over a |

| 22 | 23 | | three-year average, and since August 2015, Blinn has obtained more |

| 23 | 24 | | than $1 million in skills development fund grants to provide safety |
|---|
| 24 | 25 | | and skills jobs for local businesses; and |
|---|
| 25 | 26 | | WHEREAS, High school students from 52 public, private, and |
|---|
| 26 | 27 | | charter schools benefit from the college's dual credit program, and |
|---|
| 27 | 28 | | Blinn works with the Bryan Independent School District to operate |
|---|
| 28 | 29 | | Bryan Collegiate High School, where approximately 70 percent of |

| 29 | 30 | | those enrolled are first-generation college students; and |
|---|
| 30 | 31 | | WHEREAS, Blinn College continues to develop its facilities in |

| 31 | 32 | | Brazos County, and the Blinn-Bryan campus recently completed a $10 |

| 33 | 34 | | additionally, in 2016, the Texas A&M University System and Blinn |
