5 | 5 | | WHEREAS, Over the last year, we have discovered the most |

6 | 6 | | horrific facts concerning rampant sexual assault and efforts by |
---|
7 | 7 | | Baylor University administration to discourage and retaliate |
---|
8 | 8 | | against sexual assault victims. |
---|
9 | 9 | | WHEREAS, To date, Baylor University has admitted that not |
---|
10 | 10 | | less than 34 football players assaulted over 52 young women over the |
---|
11 | 11 | | span of 5 years. As important is the staggering admission by Baylor |
---|
12 | 12 | | University that at least 125 young students reported being sexually |
---|
13 | 13 | | assaulted - and these are non-football related assaults. Baylor's |
---|
14 | 14 | | own Title IX Coordinator says the number is even higher. |
---|
15 | 15 | | WHEREAS, The level of cover-up that has been both reported |
---|
16 | 16 | | and also admitted at this point is appalling. |
---|
17 | 17 | | WHEREAS, Widespread evidence of obstruction of justice has |
---|
18 | 18 | | come out over the last several months. We have learned examples of |
---|
19 | 19 | | how Baylor University officials "failed to investigate, or |
---|
20 | 20 | | adequately investigate, allegations of sexual violence." In fact, |
---|
21 | 21 | | Baylor failed to examine numerous allegations for 2 years and kept |
---|
22 | 22 | | allegations on file for as long as 4 years. |
---|
23 | 23 | | WHEREAS, Baylor University's chief administrator who oversaw |
---|
24 | 24 | | the Baylor Police Department has admitted that files were concealed |
---|
25 | 25 | | by the department. While stating that the Police Chief was fired as |
---|
26 | 26 | | a result, Baylor's own website states the Chief retired. |
---|
27 | 27 | | WHEREAS, Baylor University has resisted all efforts to |
---|
28 | 28 | | provide the public with information which would reveal the conduct |
---|
29 | 29 | | of senior administrators, and instead attempted to put the blame |
---|
30 | 30 | | entirely on football coaches. Baylor's Police Department operated |
---|
31 | 31 | | under authority of Texas statutes, yet Baylor University has |
---|
32 | 32 | | successfully claimed it is not subject to the same Freedom of |
---|
33 | 33 | | Information Requests that apply to local police departments. |
---|
34 | 34 | | Although Baylor coaches certainly deserve blame, they are not |
---|
35 | 35 | | solely responsible for the over 125+ female students that were |
---|
36 | 36 | | wrongfully treated. |

37 | 37 | | RESOLVED, That the House of Representatives of the 85th Texas |
---|
38 | 38 | | Legislature urge Governor Abbott to direct the Texas Rangers with |
---|
39 | 39 | | investigating the obstruction of justice surrounding the sexual |
---|
40 | 40 | | assault of young female students at Baylor University. |
---|
41 | 41 | | RESOLVED, That the chief clerk of the house forward official |
---|
42 | 42 | | copies of this resolution to the Governor of Texas. |
