| 8 | 9 | | WHEREAS, Located in southern Hidalgo County, in the Rio |

| 9 | 10 | | Grande Valley, Palmview can trace its heritage to the town of Mamie, |

| 10 | 11 | | which was established in 1904 as a stop along the St. Louis, |

| 11 | 12 | | Brownsville and Mexico Railway; in 1972, a group of local residents |

| 12 | 13 | | led a drive to create an autonomous community, and their efforts |

| 13 | 14 | | resulted in the establishment of the City of Palmview; and |
|---|
| 14 | 15 | | WHEREAS, In the years since, Palmview has experienced |
|---|
| 15 | 16 | | significant growth and is now home to about 7,000 residents; |

| 16 | 17 | | located at the crossroads of U.S. Highway 83 and Farm Road 2061, the |

| 17 | 18 | | town is situated between the busy retail areas of central Hidalgo |

| 18 | 19 | | County and the slower-paced, yet growing Starr County to the west; |

| 20 | 21 | | WHEREAS, Palmview's expansion has created a range of new |

| 21 | 22 | | business opportunities, and the city chamber of commerce is working |

| 22 | 23 | | with entrepreneurs to spur further economic activity; moreover, |

| 23 | 24 | | officials are devoted to enhancing services to benefit the town's |

| 24 | 25 | | growing population and, to that end, have cooperated with agencies |

| 25 | 26 | | such as the Texas Water Development Board and the U.S. Department of |

| 26 | 27 | | Housing and Urban Development to pursue infrastructure projects; |

| 28 | 29 | | WHEREAS, The city's progress is driven by its committed, |
