| 5 | 6 | | WHEREAS, The Honorable Pat Breen, Irish minister of state for |

| 6 | 7 | | employment and small business, is visiting the Texas Capitol on |

| 7 | 8 | | March 13, 2017, and this occasion provides a welcome opportunity to |

| 8 | 9 | | pay tribute to this distinguished guest and to celebrate the many |
|---|
| 9 | 10 | | contributions that the people of Ireland have made to Texas over the |
|---|
| 10 | 11 | | centuries; and |
|---|
| 11 | 12 | | WHEREAS, Minister Breen began his career in public service as |
|---|
| 12 | 13 | | a member of the Clare County Council, where he served from 1999 to |
|---|
| 13 | 14 | | 2002; since 2002 he has held a seat in the Dáil Éireann, the lower |
|---|
| 14 | 15 | | house of the Irish Oireachtas, or parliament; Minister Breen served |
|---|
| 15 | 16 | | as chair of the Joint Oireachtas Committee on Foreign Affairs and |
|---|
| 16 | 17 | | Trade from June 2011 to February 2016, and in May 2016 he assumed |
|---|
| 17 | 18 | | his present post as a minister of state in the Department of Jobs, |
|---|
| 18 | 19 | | Enterprise, and Innovation; and |
|---|
| 19 | 20 | | WHEREAS, It is fitting indeed that Minister Breen's visit |

| 20 | 21 | | occurs during the week of St. Patrick's Day; this iconic Irish |

| 21 | 22 | | holiday is celebrated widely across Texas, a state that has drawn |

| 22 | 23 | | many people of Irish descent and that has been profoundly shaped by |

| 23 | 24 | | their endeavors; and |
|---|
| 24 | 25 | | WHEREAS, Among the earliest Irish residents of Texas was Hugo |

| 25 | 26 | | Oconór, who served as governor of Coahuila and Texas from 1767 to |
|---|
| 26 | 27 | | 1770 and who helped lay the cornerstone of Mission San José; in the |
|---|
| 27 | 28 | | early 19th century, Irish-born empresarios James McGloin, John |
|---|
| 28 | 29 | | McMullen, and James Power settled Irish families in South Texas and |
|---|
| 29 | 30 | | along the Gulf Coast, and a number of Irish took up homesteads in |
|---|
| 30 | 31 | | Stephen F. Austin's first colony; during the Texas Revolution, at |
|---|
| 31 | 32 | | least 15 Irish-born soldiers fought at the Alamo, four Irishmen |
|---|
| 32 | 33 | | signed the Texas Declaration of Independence, and a hundred fought |
|---|
| 33 | 34 | | with Sam Houston at the Battle of San Jacinto, where they made up |

| 34 | 35 | | one-seventh of his troops; and |
|---|
| 35 | 36 | | WHEREAS, Immigration from Ireland increased dramatically |

| 36 | 37 | | during the mid-19th century, and the new arrivals joined |
|---|
| 37 | 38 | | established Irish Texans in helping to build the physical |
|---|
| 38 | 39 | | infrastructure and develop the economy and social fabric of the |
|---|
| 39 | 40 | | young state; prominent Irish natives included Samuel McKinney, an |
|---|
| 40 | 41 | | early president of Austin College, and Father Michael Sheehan, who |
|---|
| 41 | 42 | | established the first Catholic church in Austin; later in the |
|---|
| 42 | 43 | | century, John William Mallet served as the first faculty chair at |
|---|
| 43 | 44 | | The University of Texas, and the artist Henry Arthur McArdle |
|---|
| 44 | 45 | | specialized in paintings based on Texas history, several of which |
|---|
| 45 | 46 | | hang in the State Capitol; today, some two million Texans, |
|---|
| 46 | 47 | | representing eight percent of the state's population, claim Irish |
|---|
| 47 | 48 | | ancestry and are making their mark in both the private and the |
|---|

| 49 | 50 | | WHEREAS, Ireland remains a key friend of Texas and a strong |

| 50 | 51 | | economic partner, with trade between the two currently valued at |

| 51 | 52 | | about $2.2 billion; in recognition of the affinity between their |

| 52 | 53 | | dynamic societies and of the potential for a further expansion of |
|---|
| 53 | 54 | | economic relations, Ireland opened a consulate general in Texas in |

| 54 | 55 | | 2015; located in Austin, at Ireland House Texas, the staff of the |

| 55 | 56 | | diplomatic mission is joined by representatives of two government |

| 56 | 57 | | agencies, Enterprise Ireland and IDA Ireland; and |

| 57 | 58 | | WHEREAS, The people of Texas share deep, historic bonds with |

| 58 | 59 | | the people of Ireland, and it is a privilege to recognize those ties |

| 59 | 60 | | and the immeasurable contributions of Irish Texans to the growth |
