45 R E S O L U T I O N
56 WHEREAS, February 2, 2017, marks the 169th anniversary of the
67 signing of the Treaty of Guadalupe Hidalgo, an act that officially
78 signaled the end of the Mexican-American War; and
89 WHEREAS, Concluding hostilities that had begun between
910 Mexico and the United States in 1846, the treaty constitutes a major
1011 event in the history of both countries and in the annals of the Lone
1112 Star State; and
1213 WHEREAS, In consequence of its provisions, Mexico recognized
1314 the annexation of Texas by the United States and accepted the Rio
1415 Grande as the state's southern boundary; in addition, Mexico ceded
1516 to the United States the territory of the present-day states of
1617 California, Arizona, and New Mexico, as well as parts of Utah,
1718 Nevada, and Colorado, in exchange for a payment of $15 million; and
1819 WHEREAS, The treaty further offered American citizenship to
1920 Mexicans living in the ceded lands, an offer accepted by an
2021 overwhelming majority of the approximately 80,000 individuals who
2122 thus became eligible; and
2223 WHEREAS, Those holding Mexican title to land situated within
2324 the newly redrawn borders of the United States were also promised
2425 respect for their property; in Texas, subsequent adjudication
2526 confirmed almost all of the claims that were presented for
2627 validation; and
2728 WHEREAS, Yet another treaty provision stipulated that Mexico
2829 and the United States would refer future disputes to arbitration;
2930 an outstanding instance of such a resolution is the Chamizal
3031 settlement of 1963, which concluded a 99-year-old boundary dispute
3132 in the vicinity of El Paso; and
3233 WHEREAS, The Treaty of Guadalupe Hidalgo secured for Texas
3334 its claim to land between the Nueces River and the Rio Grande,
3435 pointed the way toward a bilingual, multiethnic society along the
3536 Texas-Mexico border, and pledged two proud countries to peaceful
3637 negotiation of their differences; now, therefore, be it
3738 RESOLVED, That the House of Representatives of the 85th Texas
3839 Legislature hereby commemorate the 169th anniversary of the signing
3940 of the Treaty of Guadalupe Hidalgo on February 2, 1848, and
4041 recognize the momentous significance of this date for the State of
4142 Texas.
