45 R E S O L U T I O N
56 WHEREAS, Municipal courts provide citizens of the Lone Star
67 State with a local forum where questions of law and fact can be
78 resolved in regard to alleged violations of state law and municipal
89 ordinances; and
910 WHEREAS, Because citizens come into contact with municipal
1011 courts more than any other courts, the public impression of the
1112 Texas judicial system is largely dependent on their experience
1213 there; and
1314 WHEREAS, Judges of the municipal courts function also as
1415 magistrates for the State of Texas, and in that role they perform
1516 such duties as issuing search and arrest warrants, giving
1617 magistrate warnings, and setting bail for offenses ranging from
1718 petty theft to murder; and
1819 WHEREAS, Pledging to be impartial and to conform to the
1920 standards set by the Canons of Judicial Conduct, the estimated
2021 6,000 employees of municipal courts work diligently to ensure the
2122 fair administration of justice while upholding the rigorous
2223 standards of professionalism; and
2324 WHEREAS, Municipal judges, clerks, court administrators,
2425 prosecutors, juvenile case managers, bailiffs, and warrant
2526 officers continually strive to improve the administration of
2627 justice through participation in judicial education programs,
2728 seminars, workshops, and the annual meetings of their state and
2829 local professional organizations; and
2930 WHEREAS, Municipal courts in Texas play a vital role in
3031 preserving public safety, protecting the quality of life for area
3132 residents, and deterring future criminal behavior, and it is indeed
3233 fitting to recognize municipal judges and court support personnel
3334 for their exemplary dedication to the communities they serve; now,
3435 therefore, be it
3536 RESOLVED, That the House of Representatives of the 85th Texas
3637 Legislature hereby recognize November 5-9, 2018, as Municipal
3738 Courts Week and take special note of the important work performed by
3839 all those associated with the state's municipal courts.
