| 5 | 6 | | WHEREAS, Municipal courts provide citizens of the Lone Star |

| 7 | 8 | | resolved in regard to alleged violations of state law and municipal |

|---|
| 9 | 10 | | WHEREAS, Because citizens come into contact with municipal |

| 10 | 11 | | courts more than any other courts, the public impression of the |
|---|
| 11 | 12 | | Texas judicial system is largely dependent on their experience |

| 12 | 13 | | there; and |
|---|
| 13 | 14 | | WHEREAS, Judges of the municipal courts function also as |
|---|
| 14 | 15 | | magistrates for the State of Texas, and in that role they perform |
|---|
| 15 | 16 | | such duties as issuing search and arrest warrants, giving |
|---|
| 16 | 17 | | magistrate warnings, and setting bail for offenses ranging from |
|---|
| 17 | 18 | | petty theft to murder; and |
|---|
| 18 | 19 | | WHEREAS, Pledging to be impartial and to conform to the |
|---|
| 19 | 20 | | standards set by the Canons of Judicial Conduct, the estimated |
|---|
| 20 | 21 | | 6,000 employees of municipal courts work diligently to ensure the |
|---|
| 21 | 22 | | fair administration of justice while upholding the rigorous |
|---|
| 22 | 23 | | standards of professionalism; and |
|---|
| 23 | 24 | | WHEREAS, Municipal judges, clerks, court administrators, |
|---|
| 24 | 25 | | prosecutors, juvenile case managers, bailiffs, and warrant |
|---|
| 25 | 26 | | officers continually strive to improve the administration of |
|---|
| 26 | 27 | | justice through participation in judicial education programs, |
|---|
| 27 | 28 | | seminars, workshops, and the annual meetings of their state and |
|---|
| 28 | 29 | | local professional organizations; and |

| 29 | 30 | | WHEREAS, Municipal courts in Texas play a vital role in |
|---|
| 30 | 31 | | preserving public safety, protecting the quality of life for area |
|---|
| 31 | 32 | | residents, and deterring future criminal behavior, and it is indeed |

| 32 | 33 | | fitting to recognize municipal judges and court support personnel |
|---|
| 33 | 34 | | for their exemplary dedication to the communities they serve; now, |

| 34 | 35 | | therefore, be it |

| 35 | 36 | | RESOLVED, That the House of Representatives of the 85th Texas |
|---|
| 36 | 37 | | Legislature hereby recognize November 5-9, 2018, as Municipal |

| 37 | 38 | | Courts Week and take special note of the important work performed by |
|---|
| 38 | 39 | | all those associated with the state's municipal courts. |
