| 5 | 6 | | WHEREAS, Reagan Hoelscher, a freshman at Tuloso-Midway High |

| 7 | 8 | | Junior Livestock Show on January 14, 2017; and |

| 8 | 9 | | WHEREAS, Representing the Run-In JM 4-H Club, Ms. Hoelscher |

| 9 | 10 | | beat out 18 other contestants for the title with her exceptional |
|---|
| 10 | 11 | | performances in the interview, talent, and evening gown categories; |
|---|
| 11 | 12 | | she also participated in the NCJLS Horse Show, where she took first |
|---|
| 12 | 13 | | place in senior pole bending, cloverleaf barrels, and goat tying |
|---|
| 13 | 14 | | and finished third in figure-eight barrels and the stake race to |
|---|
| 14 | 15 | | earn standing as the Senior Speed Reserve Champion; moreover, she |

| 15 | 16 | | showed breeder, fryer, and market rabbits and entered contests in |

| 16 | 17 | | the home economics competition; she has previously held the titles |

| 17 | 18 | | of Miss Texas Junior High Rodeo and Miss Rodeo Jasper Duchess; and |

| 18 | 19 | | WHEREAS, This highly motivated young Texan has served as |

| 19 | 20 | | second vice president of the Run-In JM 4-H Club, as a member of the |

| 20 | 21 | | Nueces County 4-H Ambassadors, and as a reporter for the Nueces |

| 21 | 22 | | County 4-H Council and the Chaparral 4-H Club; she is currently |

| 22 | 23 | | working on her vet-tech certification through the Nueces County |

| 23 | 24 | | Extension Agency; and |

| 24 | 25 | | WHEREAS, The daughter of Stephen and Gwynetta Hoelscher, |

| 25 | 26 | | Ms. Hoelscher has further distinguished herself as one of the top |

| 26 | 27 | | students in her class at Tuloso-Midway High School; she is the |

| 27 | 28 | | freshman class treasurer and a member of the student council, and |

| 28 | 29 | | she takes part in the Spanish club, the University Interscholastic |

| 29 | 30 | | League literary criticism competition, and the Business |
|---|
| 30 | 31 | | Professionals of America program, where she has advanced to |

| 31 | 32 | | state-level competition; active in her community, she is a valued |

| 32 | 33 | | parishioner of St. Anthony's Catholic Church in Violet, and she |

| 33 | 34 | | volunteers with Corpus Christi Animal Control and Backpacks for |

| 36 | 37 | | WHEREAS, The talent and determination that Reagan Hoelscher |
