| 5 | 6 | | WHEREAS, Captain Elvin Bates has been named the 2017 |

| 6 | 7 | | Prevention Officer of the Year by the Corpus Christi Fire |

| 8 | 9 | | WHEREAS, Captain Bates began his career with the Corpus |

| 9 | 10 | | Christi Fire Department in 1968, and over the years, he has rendered |

| 10 | 11 | | outstanding service to his community, which now boasts a population |

| 11 | 12 | | of more than 320,000 and encompasses an area extending across 170 |
|---|
| 12 | 13 | | square miles; and |
|---|
| 13 | 14 | | WHEREAS, During his 45-year tenure with the department, |

| 14 | 15 | | Captain Bates has been instrumental in the development of the |
|---|
| 15 | 16 | | Corpus Christi Hazardous Materials Unit, of which he was a founding |

| 16 | 17 | | member; in 2009, he joined the Fire Prevention Bureau, whose |

| 17 | 18 | | mission includes educating the public about fire safety measures, |

| 18 | 19 | | and he has spent countless hours making sure homes in the community |
|---|
| 19 | 20 | | are properly outfitted with working smoke detectors; and |
|---|
| 20 | 21 | | WHEREAS, Captain Elvin Bates has proven himself to be an |

| 21 | 22 | | exemplary member of his profession, and he may indeed reflect with |
|---|
| 22 | 23 | | pride on the vital part he plays in ensuring the safety and welfare |

| 23 | 24 | | of the citizens of Corpus Christi; now, therefore, be it |

| 24 | 25 | | RESOLVED, That the House of Representatives of the 85th Texas |

| 25 | 26 | | Legislature hereby congratulate Captain Elvin Bates on his |
