| 11 | 12 | | for effective reading and writing instruction, and the organization |

| 12 | 13 | | bestows the prestigious Superintendent's Award upon administrators |

| 13 | 14 | | who are committed to ensuring success in these critical areas; and |

| 14 | 15 | | WHEREAS, For more than a decade, Fernando Castillo has |

| 15 | 16 | | advocated for literacy initiatives across Donna ISD, where he was |

| 16 | 17 | | appointed superintendent in 2016; he brought Abydos Learning |

| 17 | 18 | | International to the district in 2002 while serving as principal of |

| 18 | 19 | | Donna High School, and he has gone on to implement a phonics program |

| 19 | 20 | | called Sing, Spell, Read and Write at the 14 campuses in his |

| 20 | 21 | | district that teach prekindergarten through second grade students; |

| 22 | 23 | | WHEREAS, Over the course of his tenure with Donna ISD, |

| 23 | 24 | | Fernando Castillo has exemplified the highest ideals of his |

| 24 | 25 | | profession, fostering a positive learning environment for students |

| 25 | 26 | | while working to equip them with a sound academic foundation on |
|---|
| 26 | 27 | | which to build, and he is indeed deserving of recognition for his |
|---|
| 27 | 28 | | accomplishments; now, therefore, be it |

| 28 | 29 | | RESOLVED, That the House of Representatives of the 85th Texas |

| 29 | 30 | | Legislature hereby congratulate Fernando Castillo on his receipt of |
