| 5 | 6 | | WHEREAS, Ground was broken in March 2017 for construction of |

| 6 | 7 | | the Regional Center for Public Safety Excellence in Pharr, bringing |

| 7 | 8 | | to fruition a unique collaboration between South Texas College, the |
|---|
| 8 | 9 | | City of Pharr, and the Pharr-San Juan-Alamo Independent School |

| 9 | 10 | | District; and |
|---|
| 10 | 11 | | WHEREAS, This new regional center will meet the growing law |
|---|
| 11 | 12 | | enforcement needs of the Rio Grande Valley by providing basic |
|---|
| 12 | 13 | | training and certification for entry-level peace officers as well |
|---|
| 13 | 14 | | as continuing education classes for the area's police veterans, |
|---|
| 14 | 15 | | with all instructional programs satisfying the requirements |
|---|
| 15 | 16 | | established by the Texas Commission on Law Enforcement; when it is |
|---|
| 16 | 17 | | completed, this state-of-the-art 21,800-square-foot facility will |
|---|
| 17 | 18 | | include classrooms, administrative offices, a vehicle-driving |
|---|
| 18 | 19 | | range, an outdoor shooting range, and a firearms simulator; it is |
|---|
| 19 | 20 | | slated to open by the end of 2017; and |
|---|
| 20 | 21 | | WHEREAS, In support of this worthwhile project, the City of |
|---|
| 21 | 22 | | Pharr has contributed 59 acres of land worth $2.5 million, while the |
|---|
| 22 | 23 | | PSJA ISD has contributed an additional 10 acres; the district has |
|---|
| 23 | 24 | | also contributed $1 million to the venture for the construction of |
|---|
| 24 | 25 | | four classrooms to serve the needs of dual-enrollment students in |
|---|
| 25 | 26 | | criminal justice and other public safety programs; and |
|---|
| 26 | 27 | | WHEREAS, The center will be run under the auspices of South |
|---|
| 27 | 28 | | Texas College, which will offer a broader range of degree and |
|---|
| 28 | 29 | | certificate programs in criminal justice; the center will expand |
|---|
| 29 | 30 | | early college opportunities for the students of PSJA ISD, and it |
|---|
| 30 | 31 | | will offer adults in the community access to degree, certification, |
|---|
| 31 | 32 | | and other advanced training programs in a number of careers; and |
|---|
| 32 | 33 | | WHEREAS, This noteworthy collaborative effort will fill a |
|---|
| 33 | 34 | | long-standing need for regional law enforcement training while also |
|---|
| 34 | 35 | | creating jobs in the Rio Grande Valley, and the project's three |
|---|
| 35 | 36 | | partners may indeed take great pride in their foresight, |
|---|
| 36 | 37 | | initiative, and commitment to improving educational opportunities |

| 37 | 38 | | in the area; now, therefore, be it |

| 38 | 39 | | RESOLVED, That the House of Representatives of the 85th Texas |

| 39 | 40 | | Legislature hereby commend South Texas College, the City of Pharr, |
