55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to the feasibility of creating and maintaining a coastal
88 barrier system.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. (a) The legislature shall establish a joint
1111 interim committee to continue to study the feasibility and
1212 desirability of creating and maintaining a coastal barrier system
1313 in this state that includes a series of gates and barriers to
1414 prevent storm surge damage to gulf beaches or coastal ports,
1515 industry, or property.
1616 (b) The committee is composed of:
1717 (1) the members of the standing committee of the
1818 senate that has primary jurisdiction over natural resources;
1919 (2) the members of the standing committee of the house
2020 of representatives that has primary jurisdiction over land and
2121 resource management;
2222 (3) two members of the senate appointed by the
2323 lieutenant governor, each of whom represents a district in a county
2424 that borders the Gulf of Mexico; and
2525 (4) two members of the house of representatives
2626 appointed by the speaker of the house of representatives, each of
2727 whom represents a district in a county that borders the Gulf of
2828 Mexico.
2929 (c) The lieutenant governor and the speaker of the house of
3030 representatives shall jointly designate a chair or, alternatively,
3131 designate two co-chairs from among the committee membership.
3232 (d) The committee may adopt rules necessary to carry out the
3333 committee's duties under this section.
3434 (e) Not later than December 1, 2018, the committee shall
3535 report to the governor and the legislature the findings of the study
3636 and any recommendations developed by the committee under this
3737 section.
3838 (f) The committee is abolished and this Act expires January
3939 7, 2019.
4040 SECTION 2. Chapter 194 (S.B. 695), Acts of the 84th
4141 Legislature, Regular Session, 2015, is repealed.
4242 SECTION 3. This Act takes effect September 1, 2017.
