5- A BILL TO BE ENTITLED
64 AN ACT
75 relating to general officers within the state military department.
86 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
97 SECTION 1. Section 437.058, Government Code, is amended by
108 amending Subsections (a), (d), (e), and (f) and adding Subsection
119 (d-1) to read as follows:
1210 (a) The adjutant general may appoint as general officers one
1311 or more [an] assistant deputy adjutants [adjutant] general for
1412 army, an assistant deputy adjutant general for air, an assistant
1513 [deputy] adjutant general for homeland security, and an assistant
1614 [deputy] adjutant general for domestic operations [government
1715 affairs].
1816 (d) The assistant deputy adjutants [adjutant] general for
1917 [the] army shall support the deputy adjutant general for [the]
2018 army, represent the command staff at events as needed, and manage
2119 the activities assigned by the adjutant general or the deputy
2220 adjutant general for [the] army.
2321 (d-1) The assistant deputy adjutant general for air shall
2422 support the deputy adjutant general for air, represent the command
2523 staff at events as needed, and manage the activities assigned by the
2624 adjutant general or the deputy adjutant general for air.
2725 (e) The assistant [deputy] adjutant general for homeland
2826 security [the Army National Guard or the Air National Guard], as
2927 determined by the adjutant general, shall:
3028 (1) coordinate with other state agencies in matters
3129 pertaining to homeland security [to ensure state emergency services
3230 are provided and organized to support the state operations center];
3331 and
3432 (2) coordinate homeland security actions taken by the
3533 National Guard Bureau in this state.
3634 (f) The assistant [deputy] adjutant general for domestic
3735 operations [the Army National Guard or the Air National Guard, as
3836 determined by the adjutant general,] shall:
3937 (1) coordinate activities of the Texas military forces
4038 with the National Guard Bureau to ensure state emergency services
4139 are provided and organized to support the state operations center;
4240 and
4341 (2) coordinate with other federal, state, and local
4442 jurisdictions and officials [funding and coordination with other
4543 federal, state, and local jurisdictions and officials in matters
4644 relating to the operations of the Texas military forces occurring
4745 in the assistant deputy adjutant general's jurisdiction or
4846 oversight].
4947 SECTION 2. This Act takes effect September 1, 2017.
