| 9 | 9 | | Sports Racing trust fund, and Events trust fund. |

| 10 | 10 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 11 | 11 | | SECTION 1. (a) On September 1, 2017: |
|---|
| 12 | 12 | | (1) the following are repealed: |
|---|
| 13 | 13 | | (A) Chapter 1507 (S.B. 456), Acts of the 76th |
|---|
| 14 | 14 | | Legislature, Regular Session, 1999 (Article 5190.14, Vernon's |
|---|
| 15 | 15 | | Texas Civil Statutes); |
|---|
| 16 | 16 | | (B) Section 335.078, Local Government Code; and |
|---|
| 17 | 17 | | (C) Section 26.041(j), Tax Code; and |
|---|
| 18 | 18 | | (2) each fund established under Chapter 1507 (S.B. |
|---|
| 19 | 19 | | 456), Acts of the 76th Legislature, Regular Session, 1999 (Article |
|---|
| 20 | 20 | | 5190.14, Vernon's Texas Civil Statutes) is abolished. |

| 21 | 21 | | (b) The applicable provisions of Chapter 1507 (S.B. 456), |
|---|
| 22 | 22 | | Acts of the 76th Legislature, Regular Session, 1999 (Article |
|---|
| 23 | 23 | | 5190.14, Vernon's Texas Civil Statutes), as that chapter existed |
|---|
| 24 | 24 | | immediately before the effective date of this Act, including any |
|---|
| 25 | 25 | | fund established under that chapter, remain in effect as those |
|---|
| 26 | 26 | | provisions apply in relation to the particular games or events |
|---|
| 27 | 27 | | described by this subsection until all money from the fund for the |
|---|
| 28 | 28 | | particular games or event has been disbursed and all obligations |
|---|
| 29 | 29 | | under a games support contract or event support contract for the |
|---|
| 30 | 30 | | particular games or event have been satisfied. This subsection |
|---|
| 31 | 31 | | applies only if, before the effective date of this Act: |
|---|
| 32 | 32 | | (1) pursuant to an application by a local organizing |
|---|
| 33 | 33 | | committee, endorsing municipality, or endorsing county, a site |
|---|
| 34 | 34 | | selection organization selects a site in this state for a |
|---|
| 35 | 35 | | particular event to which Chapter 1507 applies; and |
|---|
| 36 | 36 | | (2) one or more games support contracts or event |
|---|
| 37 | 37 | | support contracts for the particular games or event have been |
|---|
| 38 | 38 | | entered into. |
|---|
| 39 | 39 | | SECTION 2. The repeal by this Act of Chapter 1507 (S.B. |
|---|
| 40 | 40 | | 456), Acts of the 76th Legislature, Regular Session, 1999 (Article |
|---|
| 41 | 41 | | 5190.14, Vernon's Texas Civil Statutes), does not apply to an |
|---|
| 42 | 42 | | offense committed under Chapter 1507 before September 1, 2017. An |
|---|
| 43 | 43 | | offense committed before September 1, 2017, is governed by the law |
|---|
| 44 | 44 | | as it existed on the date the offense was committed, and the former |
|---|
| 45 | 45 | | law is continued in effect for that purpose. For purposes of this |
|---|
| 46 | 46 | | section, an offense was committed before September 1, 2017, if any |
|---|
| 47 | 47 | | element of the offense occurred before that date. |
|---|
| 48 | 48 | | SECTION 3. This Act takes effect September 1, 2017. |
