| 10 | 10 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 11 | 11 | | SECTION 1. Section 571.062, Government Code, is amended by |
|---|
| 12 | 12 | | amending Subsection (a) and adding Subsection (c) to read as |
|---|
| 13 | 13 | | follows: |
|---|
| 14 | 14 | | (a) The commission, on the affirmative vote of at least six |
|---|
| 15 | 15 | | members of the commission, may adopt rules to administer this |
|---|
| 16 | 16 | | chapter or any other law administered and enforced by the |
|---|
| 17 | 17 | | commission, except as provided by Subsection (c). |
|---|
| 18 | 18 | | (c) The commission may not by rule define a term for |
|---|
| 19 | 19 | | purposes of Chapter 254, Election Code, or Chapter 305 of this code |
|---|
| 20 | 20 | | or for purposes of the administration or enforcement of those laws. |
|---|
| 21 | 21 | | SECTION 2. A rule adopted by the Texas Ethics Commission |
|---|
| 22 | 22 | | before the effective date of this Act that defines a term for |
|---|
| 23 | 23 | | purposes of Chapter 254, Election Code, or Chapter 305, Government |
|---|
| 24 | 24 | | Code, or for purposes of the administration or enforcement of those |
|---|
| 25 | 25 | | laws, has no effect. The Texas Ethics Commission shall modify its |
|---|
| 26 | 26 | | rules as soon as practicable after the effective date of this Act to |
|---|
| 27 | 27 | | reflect the change in law made by Section 571.062(c), Government |
|---|
| 28 | 28 | | Code, as added by this Act. |
|---|
| 29 | 29 | | SECTION 3. This Act takes effect September 1, 2017. |
