75 relating to the powers and duties of a designated officer of a

97 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
108 SECTION 1. Section 62.153, Water Code, is amended to read as
119 follows:
1210 Sec. 62.153. DUTIES OF DISTRICT TREASURER; AUTHORITY OF
1311 DESIGNATED OFFICER. (a) The district treasurer shall:
1412 (1) open an account for all funds received by him for
1513 the district and all district funds which he pays out;
1614 (2) pay out money on vouchers signed by the chairman of
1715 the commission, any two members of the commission, or the
1816 commissioners court, or any two of any number of persons delegated
1917 by the commission with authority to sign vouchers, provided that
2018 the commission may, in such delegation, limit the authority of such
2119 persons and may require that each furnish a fidelity bond in such
2220 amount as the commission shall specify and subject to commission
2321 approval;
2422 (3) carefully preserve all orders for the payment of
2523 money; and
2624 (4) render a correct account to the commissioners
2725 court of all matters relating to the financial condition of the
2826 district as often as required by the commissioners court.
2927 (b) A designated officer of a district may make a payment on
3028 behalf of the district by a check drawn on a depository selected
3129 under Section 62.155 in a manner consistent with the payment
3230 procedures adopted under Section 60.271(f) without authorization
3331 by the district treasurer.
3432 SECTION 2. This Act takes effect September 1, 2017.
