| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|---|
| 10 | 10 | | SECTION 1. Subchapter H, Chapter 201, Transportation Code, |
|---|
| 11 | 11 | | is amended by adding Section 201.623 to read as follows: |
|---|
| 12 | 12 | | Sec. 201.623. VISION ZERO TASK FORCE: ELIMINATION OF |
|---|
| 13 | 13 | | TRAFFIC DEATHS. (a) In this section, "task force" means the Vision |
|---|
| 14 | 14 | | Zero Task Force created under this section. |
|---|
| 15 | 15 | | (b) The task force is composed of 16 members appointed as |
|---|
| 16 | 16 | | follows: |
|---|
| 17 | 17 | | (1) eight members appointed by the governor, with one |
|---|
| 18 | 18 | | member to represent each of the following: |
|---|
| 19 | 19 | | (A) the governor's office; |
|---|
| 20 | 20 | | (B) persons with disabilities; |
|---|
| 21 | 21 | | (C) elderly persons; |
|---|
| 22 | 22 | | (D) motor carriers; |
|---|
| 23 | 23 | | (E) passenger vehicle consumers; |
|---|
| 24 | 24 | | (F) public transit providers; |
|---|
| 25 | 25 | | (G) pedestrians; and |
|---|
| 26 | 26 | | (H) bicyclists; |
|---|
| 27 | 27 | | (2) one member of the senate, appointed by the |
|---|
| 28 | 28 | | lieutenant governor; |
|---|
| 29 | 29 | | (3) one member of the house of representatives, |
|---|
| 30 | 30 | | appointed by the speaker of the house of representatives; and |
|---|
| 31 | 31 | | (4) one member appointed by each of the following: |
|---|
| 32 | 32 | | (A) the Association of Texas Metropolitan |
|---|
| 33 | 33 | | Planning Organizations; |
|---|
| 34 | 34 | | (B) the department; |
|---|
| 35 | 35 | | (C) the Department of Public Safety; |
|---|
| 36 | 36 | | (D) the Department of State Health Services; |
|---|
| 37 | 37 | | (E) the Texas Association of Counties; and |
|---|
| 38 | 38 | | (F) the Texas Municipal League. |
|---|
| 39 | 39 | | (c) Not later than December 1, 2017, the department shall |
|---|
| 40 | 40 | | ensure that the members of the task force are appointed and call the |
|---|
| 41 | 41 | | first meeting of the task force. |
|---|
| 42 | 42 | | (d) The task force shall study methods to eliminate traffic |
|---|
| 43 | 43 | | deaths in this state. |
|---|
| 44 | 44 | | (e) Not later than September 1, 2018, the task force shall |
|---|
| 45 | 45 | | create and submit to the department: |
|---|
| 46 | 46 | | (1) a report on the methods described in Subsection |
|---|
| 47 | 47 | | (d); and |
|---|
| 48 | 48 | | (2) a plan to reduce traffic deaths in this state: |
|---|
| 49 | 49 | | (A) by 50 percent from 2017 levels by 2029; and |
|---|
| 50 | 50 | | (B) to zero by 2050. |
|---|
| 51 | 51 | | (f) The task force is abolished and this section expires |
|---|
| 52 | 52 | | January 1, 2019. |
|---|
| 53 | 53 | | SECTION 2. This Act takes effect September 1, 2017. |
