55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to the creation of the Vision Zero Task Force to propose a
88 plan to eliminate traffic deaths in this state.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Subchapter H, Chapter 201, Transportation Code,
1111 is amended by adding Section 201.623 to read as follows:
1212 Sec. 201.623. VISION ZERO TASK FORCE: ELIMINATION OF
1313 TRAFFIC DEATHS. (a) In this section, "task force" means the Vision
1414 Zero Task Force created under this section.
1515 (b) The task force is composed of 16 members appointed as
1616 follows:
1717 (1) eight members appointed by the governor, with one
1818 member to represent each of the following:
1919 (A) the governor's office;
2020 (B) persons with disabilities;
2121 (C) elderly persons;
2222 (D) motor carriers;
2323 (E) passenger vehicle consumers;
2424 (F) public transit providers;
2525 (G) pedestrians; and
2626 (H) bicyclists;
2727 (2) one member of the senate, appointed by the
2828 lieutenant governor;
2929 (3) one member of the house of representatives,
3030 appointed by the speaker of the house of representatives; and
3131 (4) one member appointed by each of the following:
3232 (A) the Association of Texas Metropolitan
3333 Planning Organizations;
3434 (B) the department;
3535 (C) the Department of Public Safety;
3636 (D) the Department of State Health Services;
3737 (E) the Texas Association of Counties; and
3838 (F) the Texas Municipal League.
3939 (c) Not later than December 1, 2017, the department shall
4040 ensure that the members of the task force are appointed and call the
4141 first meeting of the task force.
4242 (d) The task force shall study methods to eliminate traffic
4343 deaths in this state.
4444 (e) Not later than September 1, 2018, the task force shall
4545 create and submit to the department:
4646 (1) a report on the methods described in Subsection
4747 (d); and
4848 (2) a plan to reduce traffic deaths in this state:
4949 (A) by 50 percent from 2017 levels by 2029; and
5050 (B) to zero by 2050.
5151 (f) The task force is abolished and this section expires
5252 January 1, 2019.
5353 SECTION 2. This Act takes effect September 1, 2017.
