5	5	AN ACT
6	6	Relating to making supplemental appropriations and giving
7	7	direction and adjustment authority regarding appropriations.
8	8	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
9	9	SECTION 1. APPROPRIATION REDUCTION: PUBLIC FINANCE
10	10	AUTHORITY. The unencumbered appropriations from the general
11	11	revenue fund to the Public Finance Authority made by Chapter 1281
12	12	(H.B. 1), Acts of the 84th Legislature, Regular Session, 2015 (the
13	13	General Appropriations Act), for use during the state fiscal
14	14	biennium ending August 31, 2017, for bond debt service payments,
15	15	including appropriations subject to Rider 2, page I-47, Chapter
16	16	1281 (H.B. 1), Acts of the 84th Legislature, Regular Session, 2015
17	17	(the General Appropriations Act) to the bill pattern of the
18	18	appropriations to the authority, are reduced by a total aggregate
19	19	of $39,856,983. The Public Finance Authority shall identify the
20	20	strategies and objectives to which the reduction is to be allocated
21	21	and the amount of the reduction for each of those strategies and
22	22	objectives.
23	23	SECTION 2. DEPARTMENT OF FAMILY AND PROTECTIVE SERVICES:
24	24	ADDITIONAL APPROPRIATIONS. In addition to amounts previously
25	25	appropriated for the state fiscal biennium ending August 31, 2017,
26	26	the following amounts are appropriated from the general revenue
27	27	fund to the Department of Family and Protective Services for the
28	28	state fiscal year ending August 31, 2017, for the following
29	29	purposes as listed in Chapter 1281 (H.B. 1), Acts of the 84th
30	30	Legislature, Regular Session, 2015 (the General Appropriations
31	31	Act):
32	32	(1) $12,740,200 for Strategy B.1.3., TWC Contracted
33	33	Day Care;
34	34	(2) $31,993,283 for Strategy B.1.9., Foster Care
35	35	Payments; and
36	36	(3) $1,576,783 for Strategy B.1.10., Adoption/PCA
37	37	Payments.
38	38	SECTION 3. DEPARTMENT OF FAMILY AND PROTECTIVE SERVICES:
39	39	CERTAIN TRANSFERS. Notwithstanding the limitations of Rider 32,
40	40	page II-43, Chapter 1281 (H.B. 1), Acts of the 84th Legislature,
41	41	Regular Session, 2015 (the General Appropriations Act), to the bill
42	42	pattern of the appropriations to the Department of Family and
43	43	Protective Services, the department shall transfer $435,475 from
44	44	Strategy B.1.11., Relative Caregiver Payments, to Strategy B.1.9.,
45	45	Foster Care Payments, as listed in Chapter 1281 (H.B. 1), Acts of
46	46	the 84th Legislature, Regular Session, 2015 (the General
47	47	Appropriations Act).
48	48	SECTION 4. TEXAS A&M FOREST SERVICE: APPROPRIATION FOR
49	49	GENERAL COST CAUSE BY VARIOUS EMERGENCY WEATHER-RELATED RESPONSES.
50	50	In addition to amounts previously appropriated for the state fiscal
51	51	biennium ending August 31, 2017, $5,100,000 is appropriated from
52	52	the general revenue fund to the Texas A&M Forest Service for the
53	53	state fiscal year ending August 31, 2017, for the purpose of paying
54	54	for, or reimbursing payments made for, costs incurred by the forest
55	55	service associated with responding to various weather-related
56	56	emergencies.
57	57	SECTION 5. ANIMAL HEALTH COMMISSON: CATTLE FEVER TICKS. In
58	58	addition to amounts previously appropriated for the state fiscal
59	59	biennium ending August 31, 2017, the Animal Health Commission is
60	60	appropriated $649,987 out of the general revenue fund for the
61	61	preparedness, response and mitigation for cattle fever ticks under
62	62	Strategy A.1.1., Field Operations as listed in Chapter 1281 (H.B.
63	63	1), Acts of the 84th Legislature, Regular Session, 2015 (the
64	64	General Appropriations Act).
