12 | 10 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

13 | 11 | | SECTION 1. Subchapter A, Chapter 130, Education Code, is |
---|
14 | 12 | | amended by adding Section 130.0105 to read as follows: |
---|
15 | 13 | | Sec. 130.0105. COMMERCIAL DRIVER'S LICENSE TRAINING |
---|
16 | 14 | | PROGRAM; CERTAIN CURRICULUM REQUIREMENTS. (a) The Texas Higher |
---|
17 | 15 | | Education Coordinating Board by rule shall require each public |
---|
18 | 16 | | junior college offering a commercial driver's license training |
---|
19 | 17 | | program to include as a part of that program education and training |
---|
20 | 18 | | on the recognition and prevention of human trafficking. |
---|
21 | 19 | | (b) The Texas Higher Education Coordinating Board, in |
---|
22 | 20 | | collaboration with the office of the attorney general, shall |
---|
23 | 21 | | establish the content of the education and training required by |
---|
24 | 22 | | this section. |
---|
25 | 23 | | SECTION 2. Subchapter A, Chapter 132, Education Code, is |
---|
26 | 24 | | amended by adding Section 132.006 to read as follows: |
---|
27 | 25 | | Sec. 132.006. COMMERCIAL DRIVER'S LICENSE TRAINING |
---|
28 | 26 | | PROGRAM; CERTAIN CURRICULUM REQUIREMENTS. (a) The commission by |
---|
29 | 27 | | rule shall require each career school or college offering a |
---|
30 | 28 | | commercial driver's license training program to include as a part |
---|
31 | 29 | | of that program education and training on the recognition and |
---|
32 | 30 | | prevention of human trafficking. |
---|
33 | 31 | | (b) The commission, in collaboration with the office of the |
---|
34 | 32 | | attorney general, shall establish the content of the education and |
---|
35 | 33 | | training required by this section. |
---|
36 | 34 | | SECTION 3. Subchapter C, Chapter 522, Transportation Code, |
---|
37 | 35 | | is amended by adding Section 522.035 to read as follows: |
---|
38 | 36 | | Sec. 522.035. RECOGNITION AND PREVENTION OF HUMAN |
---|
39 | 37 | | TRAFFICKING. The department shall provide informational materials |
---|
40 | 38 | | regarding the recognition and prevention of human trafficking for |
---|
41 | 39 | | distribution to commercial driver's license applicants. The |
---|
42 | 40 | | department may coordinate with organizations that specialize in the |
---|
43 | 41 | | recognition and prevention of human trafficking to provide |
---|
44 | 42 | | informational materials as required by this subsection. |
---|
45 | 43 | | SECTION 4. (a) Not later than December 1, 2017, the Texas |
---|
46 | 44 | | Higher Education Coordinating Board shall adopt rules necessary to |
---|
47 | 45 | | implement Section 130.0105, Education Code, as added by this Act. |
---|
48 | 46 | | (b) Not later than December 1, 2017, the Texas Workforce |
---|
49 | 47 | | Commission shall adopt rules necessary to implement Section |
---|
50 | 48 | | 132.006, Education Code, as added by this Act. |
---|
51 | 49 | | (c) Not later than December 1, 2017, the Department of |
---|
52 | 50 | | Public Safety shall provide informational materials as required by |
---|
53 | 51 | | Section 522.035, Transportation Code, as added by this Act. |
---|
54 | 52 | | SECTION 5. This Act takes effect immediately if it receives |
---|
55 | 53 | | a vote of two-thirds of all the members elected to each house, as |
---|
56 | 54 | | provided by Section 39, Article III, Texas Constitution. If this |
---|
57 | 55 | | Act does not receive the vote necessary for immediate effect, this |
---|
58 | 56 | | Act takes effect September 1, 2017. |
