75 relating to the inclusion of education and training regarding human
86 trafficking in the curriculum of commercial driver's license
97 training programs offered by public junior colleges and career
108 schools and colleges and to certain requirements for commercial
119 driver's licenses.
1210 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1311 SECTION 1. Subchapter A, Chapter 130, Education Code, is
1412 amended by adding Section 130.0105 to read as follows:
1513 Sec. 130.0105. COMMERCIAL DRIVER'S LICENSE TRAINING
1614 PROGRAM; CERTAIN CURRICULUM REQUIREMENTS. (a) The Texas Higher
1715 Education Coordinating Board by rule shall require each public
1816 junior college offering a commercial driver's license training
1917 program to include as a part of that program education and training
2018 on the recognition and prevention of human trafficking.
2119 (b) The Texas Higher Education Coordinating Board, in
2220 collaboration with the office of the attorney general, shall
2321 establish the content of the education and training required by
2422 this section.
2523 SECTION 2. Subchapter A, Chapter 132, Education Code, is
2624 amended by adding Section 132.006 to read as follows:
2725 Sec. 132.006. COMMERCIAL DRIVER'S LICENSE TRAINING
2826 PROGRAM; CERTAIN CURRICULUM REQUIREMENTS. (a) The commission by
2927 rule shall require each career school or college offering a
3028 commercial driver's license training program to include as a part
3129 of that program education and training on the recognition and
3230 prevention of human trafficking.
3331 (b) The commission, in collaboration with the office of the
3432 attorney general, shall establish the content of the education and
3533 training required by this section.
3634 SECTION 3. Subchapter C, Chapter 522, Transportation Code,
3735 is amended by adding Section 522.035 to read as follows:
3836 Sec. 522.035. RECOGNITION AND PREVENTION OF HUMAN
3937 TRAFFICKING. The department shall provide informational materials
4038 regarding the recognition and prevention of human trafficking for
4139 distribution to commercial driver's license applicants. The
4240 department may coordinate with organizations that specialize in the
4341 recognition and prevention of human trafficking to provide
4442 informational materials as required by this subsection.
4543 SECTION 4. (a) Not later than December 1, 2017, the Texas
4644 Higher Education Coordinating Board shall adopt rules necessary to
4745 implement Section 130.0105, Education Code, as added by this Act.
4846 (b) Not later than December 1, 2017, the Texas Workforce
4947 Commission shall adopt rules necessary to implement Section
5048 132.006, Education Code, as added by this Act.
5149 (c) Not later than December 1, 2017, the Department of
5250 Public Safety shall provide informational materials as required by
5351 Section 522.035, Transportation Code, as added by this Act.
5452 SECTION 5. This Act takes effect immediately if it receives
5553 a vote of two-thirds of all the members elected to each house, as
5654 provided by Section 39, Article III, Texas Constitution. If this
5755 Act does not receive the vote necessary for immediate effect, this
5856 Act takes effect September 1, 2017.
