| 7 | 7 | | relating to staff development in suicide prevention for public |
|---|
| 8 | 8 | | school educators. |
|---|
| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Sections 21.451(d), (d-1), and (d-2), Education |
|---|
| 11 | 11 | | Code, are amended to read as follows: |
|---|
| 12 | 12 | | (d) The staff development: |
|---|
| 13 | 13 | | (1) may include training in: |
|---|
| 14 | 14 | | (A) technology; |
|---|
| 15 | 15 | | (B) conflict resolution; |
|---|
| 16 | 16 | | (C) discipline strategies, including classroom |
|---|
| 17 | 17 | | management, district discipline policies, and the student code of |
|---|
| 18 | 18 | | conduct adopted under Section 37.001 and Chapter 37; and |
|---|
| 19 | 19 | | (D) preventing, identifying, responding to, and |
|---|
| 20 | 20 | | reporting incidents of bullying; |
|---|
| 21 | 21 | | (2) subject to Subsection (e) and to Section 21.3541 |
|---|
| 22 | 22 | | and rules adopted under that section, must include training that is |
|---|
| 23 | 23 | | evidence-based [based on scientifically based research], as |
|---|
| 24 | 24 | | defined by Section 8002(6), Every Student Succeeds Act [9101, No |
|---|
| 25 | 25 | | Child Left Behind Act of 2001] (20 U.S.C. Section 7801), and that: |
|---|
| 26 | 26 | | (A) relates to instruction of students with |
|---|
| 27 | 27 | | disabilities; and |
|---|
| 28 | 28 | | (B) is designed for educators who work primarily |
|---|
| 29 | 29 | | outside the area of special education; and |
|---|
| 30 | 30 | | (3) may [must] include suicide prevention training |
|---|
| 31 | 31 | | that may [must] be provided: |
|---|
| 32 | 32 | | (A) on an annual basis, as part of a new employee |
|---|
| 33 | 33 | | orientation, to all new school district and open-enrollment charter |
|---|
| 34 | 34 | | school educators; and |
|---|
| 35 | 35 | | (B) to existing school district and |
|---|
| 36 | 36 | | open-enrollment charter school educators on a schedule adopted by |
|---|
| 37 | 37 | | the agency by rule. |
|---|
| 38 | 38 | | (d-1) The suicide prevention training under [required by] |
|---|
| 39 | 39 | | Subsection (d)(3) may [must] use a best practice-based program |
|---|
| 40 | 40 | | recommended by the Department of State Health Services in |
|---|
| 41 | 41 | | coordination with the agency under Section 161.325, Health and |
|---|
| 42 | 42 | | Safety Code. |
|---|
| 43 | 43 | | (d-2) The suicide prevention training under [required by] |
|---|
| 44 | 44 | | Subsection (d)(3) may be provided [satisfied] through independent |
|---|
| 45 | 45 | | review of suicide prevention training material that: |
|---|
| 46 | 46 | | (1) complies with the guidelines developed by the |
|---|
| 47 | 47 | | agency; and |
|---|
| 48 | 48 | | (2) is offered online. |
|---|
| 49 | 49 | | SECTION 2. This Act applies beginning with the 2017-2018 |
|---|
| 50 | 50 | | school year. |
|---|
| 51 | 51 | | SECTION 3. This Act takes effect immediately if it receives |
|---|
| 52 | 52 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 53 | 53 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 54 | 54 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 55 | 55 | | Act takes effect September 1, 2017. |
