55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to staff development in suicide prevention for public
88 school educators.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Sections 21.451(d), (d-1), and (d-2), Education
1111 Code, are amended to read as follows:
1212 (d) The staff development:
1313 (1) may include training in:
1414 (A) technology;
1515 (B) conflict resolution;
1616 (C) discipline strategies, including classroom
1717 management, district discipline policies, and the student code of
1818 conduct adopted under Section 37.001 and Chapter 37; and
1919 (D) preventing, identifying, responding to, and
2020 reporting incidents of bullying;
2121 (2) subject to Subsection (e) and to Section 21.3541
2222 and rules adopted under that section, must include training that is
2323 evidence-based [based on scientifically based research], as
2424 defined by Section 8002(6), Every Student Succeeds Act [9101, No
2525 Child Left Behind Act of 2001] (20 U.S.C. Section 7801), and that:
2626 (A) relates to instruction of students with
2727 disabilities; and
2828 (B) is designed for educators who work primarily
2929 outside the area of special education; and
3030 (3) may [must] include suicide prevention training
3131 that may [must] be provided:
3232 (A) on an annual basis, as part of a new employee
3333 orientation, to all new school district and open-enrollment charter
3434 school educators; and
3535 (B) to existing school district and
3636 open-enrollment charter school educators on a schedule adopted by
3737 the agency by rule.
3838 (d-1) The suicide prevention training under [required by]
3939 Subsection (d)(3) may [must] use a best practice-based program
4040 recommended by the Department of State Health Services in
4141 coordination with the agency under Section 161.325, Health and
4242 Safety Code.
4343 (d-2) The suicide prevention training under [required by]
4444 Subsection (d)(3) may be provided [satisfied] through independent
4545 review of suicide prevention training material that:
4646 (1) complies with the guidelines developed by the
4747 agency; and
4848 (2) is offered online.
4949 SECTION 2. This Act applies beginning with the 2017-2018
5050 school year.
5151 SECTION 3. This Act takes effect immediately if it receives
5252 a vote of two-thirds of all the members elected to each house, as
5353 provided by Section 39, Article III, Texas Constitution. If this
5454 Act does not receive the vote necessary for immediate effect, this
5555 Act takes effect September 1, 2017.
