                    BILL ANALYSIS             S.B. 1384     By: Perry     Transportation     Committee Report (Unamended)             BACKGROUND AND PURPOSE    Interested parties note a recent accident in which railroad employee Justin Little was severely injured and left permanently disabled after the driver of a contracted carrier under the influence of a controlled substance lost control of the vehicle transporting Mr. Little. S.B. 1384 seeks to honor Mr. Little by designating recent legislation implementing drug and alcohol testing and liability insurance requirements for certain contract carriers as the Justin Little Act.       CRIMINAL JUSTICE IMPACT   It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.       RULEMAKING AUTHORITY    It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.       ANALYSIS    S.B. 1384 designates Chapter 126 (S.B. 481), Acts of the 81st Legislature, Regular Session, 2009, relating to safety regulations for certain contract carriers, as the Justin Little Act.       EFFECTIVE DATE    On passage, or, if the bill does not receive the necessary vote, September 1, 2017.
