55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to the creation of a committee to recommend a framework to
88 incorporate digital teaching and learning in public schools.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Chapter 39, Education Code, is amended by adding
1111 Subchapter O to read as follows:
1212 SUBCHAPTER O. NEXT GENERATION COMMISSION ON DIGITAL LEARNING
1313 Sec. 39.601. DEFINITION. In this subchapter, "commission"
1414 means the Next Generation Commission on Digital Learning.
1515 Sec. 39.602. NEXT GENERATION COMMISSION ON DIGITAL
1616 LEARNING. (a) The Next Generation Commission on Digital Learning
1717 is established to develop and make recommendations for establishing
1818 a framework to incorporate digital teaching and learning in public
1919 schools.
2020 (b) The commission is composed of 15 members, consisting of
2121 the following:
2222 (1) four members appointed by the governor;
2323 (2) three members appointed by the lieutenant
2424 governor;
2525 (3) three members appointed by the speaker of the
2626 house of representatives;
2727 (4) the chair of the senate committee on education, or
2828 a representative designated by the chair;
2929 (5) the chair of the senate committee on higher
3030 education, or a representative designated by the chair;
3131 (6) the chair of the house of representatives public
3232 education committee, or a representative designated by the chair;
3333 (7) the chair of the house of representatives
3434 committee on higher education, or a representative designated by
3535 the chair; and
3636 (8) a member of the State Board of Education, as
3737 designated by the chair of that board.
3838 (c) In making appointments under Subsections (b)(1), (2),
3939 and (3), the governor, lieutenant governor, and speaker of the
4040 house of representatives shall coordinate to ensure that the
4141 commission includes at least one of each of the following
4242 representatives:
4343 (1) a parent or person standing in parental relation
4444 to a student enrolled in the public school system;
4545 (2) an educator in the public school system;
4646 (3) an educator in a school district that is a
4747 participant in the Texas High Performance Schools Consortium under
4848 Section 7.0561;
4949 (4) a member of the business community;
5050 (5) a member of the civic community;
5151 (6) a leader in digital teaching and learning; and
5252 (7) a leader in research concerning the impact of
5353 digital teaching and learning on student performance.
5454 Sec. 39.603. PRESIDING OFFICER. The governor shall
5555 designate the presiding officer of the commission.
5656 Sec. 39.604. COMPENSATION AND REIMBURSEMENT. A member of
5757 the commission is not entitled to compensation for service on the
5858 commission but is entitled to reimbursement for actual and
5959 necessary expenses incurred in performing commission duties.
6060 Sec. 39.605. ADMINISTRATIVE SUPPORT AND FUNDING.
6161 (a) Staff members of the agency shall provide administrative
6262 support for the commission.
6363 (b) Funding for the administrative and operational expenses
6464 of the commission shall be provided by appropriation to the agency
6565 for that purpose.
6666 Sec. 39.606. RECOMMENDATIONS. The commission shall develop
6767 recommendations under this subchapter to:
6868 (1) provide a funding proposal to present to the
6969 legislature for digital teaching and learning in elementary and
7070 secondary schools;
7171 (2) improve student outcomes through the use of
7272 digital teaching and learning technology, including through
7373 providing high quality professional learning for educators;
7474 (3) develop a framework for effective statewide
7575 deployment of digital teaching and learning materials in elementary
7676 and secondary schools; and
7777 (4) develop and implement strategies that assist
7878 school districts in the adoption and implementation of digital
7979 teaching and learning materials.
8080 Sec. 39.607. REPORT. Not later than September 1, 2018, the
8181 commission shall prepare and deliver a report to the governor and
8282 the legislature that recommends statutory changes to develop a
8383 framework to incorporate digital teaching and learning in public
8484 schools.
8585 Sec. 39.608. PUBLIC MEETINGS AND PUBLIC INFORMATION. (a)
8686 The commission may hold public meetings as needed to fulfill its
8787 duties under this subchapter.
8888 (b) The commission is subject to Chapters 551 and 552,
8989 Government Code.
9090 Sec. 39.609. COMMISSION ABOLISHED; EXPIRATION OF
9191 SUBCHAPTER. (a) The commission is abolished January 1, 2019.
9292 (b) This subchapter expires January 1, 2019.
9393 SECTION 2. This Act takes effect immediately if it receives
9494 a vote of two-thirds of all the members elected to each house, as
9595 provided by Section 39, Article III, Texas Constitution. If this
9696 Act does not receive the vote necessary for immediate effect, this
9797 Act takes effect September 1, 2017.
