4	6		AN ACT
5	7		relating to mental health first aid training for university
6	8		employees.
7	9		BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
8	10		SECTION 1. Section 1001.201, Health and Safety Code, is
9	11		amended by adding Subdivision (6) to read as follows:
10	12		(6) "University employee" means a person employed by a
11	13		public or private institution of higher education who regularly
12	14		interacts with students enrolled at the university through the
13	15		course of the person's duties.
14	16		SECTION 2. The heading to Section 1001.203, Health and
15	17		Safety Code, is amended to read as follows:
16	18		Sec. 1001.203. GRANTS FOR TRAINING CERTAIN UNIVERSITY
17	19		EMPLOYEES, SCHOOL DISTRICT EMPLOYEES, AND SCHOOL RESOURCE OFFICERS
18	20		[EDUCATORS] IN MENTAL HEALTH FIRST AID.
19	21		SECTION 3. Sections 1001.203(a), (c), and (e), Health and
20	22		Safety Code, are amended to read as follows:
21	23		(a) To the extent funds are appropriated to the department
22	24		for that purpose, the department shall make grants to local mental
23	25		health authorities to provide an approved mental health first aid
24	26		training program, administered by mental health first aid trainers,
25	27		at no cost to university employees, school district employees, and
26	28		school resource officers.
27	29		(c) The department shall grant $100 to a local mental health
28	30		authority for each university employee, school district employee,
29	31		or school resource officer who successfully completes a mental
30	32		health first aid training program provided by the authority under
31	33		this section.
32	34		(e) A local mental health authority may contract with a
33	35		regional education service center to provide a mental health first
34	36		aid training program to university employees, school district
35	37		employees, and school resource officers [educators] under this
36	38		section.
37	39		SECTION 4. The heading to Section 1001.2031, Health and
38	40		Safety Code, is amended to read as follows:
39	41		Sec. 1001.2031. SUPPLEMENTAL GRANTS FOR TRAINING CERTAIN
40	42		UNIVERSITY EMPLOYEES, SCHOOL DISTRICT EMPLOYEES, AND SCHOOL
41	43		RESOURCE OFFICERS [EDUCATORS] IN MENTAL HEALTH FIRST AID.
42	44		SECTION 5. Section 1001.205, Health and Safety Code, is
43	45		amended to read as follows:
44	46		Sec. 1001.205. REPORTS. (a) Not later than September 30
45	47		of each year, a local mental health authority shall provide to the
46	48		department the number of:
47	49		(1) employees and contractors of the authority who
48	50		were trained as mental health first aid trainers under Section
49	51		1001.202 during the preceding fiscal year;
50	52		(2) university employees [educators], school district
51	53		employees [other than educators], and school resource officers who
52	54		completed a mental health first aid training program offered by the
53	55		authority under Section 1001.203 during the preceding fiscal year;
54	56		and
55	57		(3) individuals who are not university employees,
56	58		school district employees, or school resource officers who
57	59		completed a mental health first aid training program offered by the
58	60		authority during the preceding fiscal year.
59	61		(b) Not later than December 1 of each year, the department
60	62		shall compile the information submitted by local mental health
61	63		authorities as required by Subsection (a) and submit a report to the
62	64		legislature containing the number of:
63	65		(1) authority employees and contractors trained as
64	66		mental health first aid trainers during the preceding fiscal year;
65	67		(2) university employees [educators], school district
66	68		employees [other than educators], and school resource officers who
67	69		completed a mental health first aid training program provided by an
68	70		authority during the preceding fiscal year; and
69	71		(3) individuals who are not university employees,
70	72		school district employees, or school resource officers who
71	73		completed a mental health first aid training program provided by an
72	74		authority during the preceding fiscal year.
73	75		SECTION 6. This Act takes effect immediately if it receives
74	76		a vote of two-thirds of all the members elected to each house, as
75	77		provided by Section 39, Article III, Texas Constitution. If this
76	78		Act does not receive the vote necessary for immediate effect, this
77	79		Act takes effect September 1, 2017.
