79 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
810 SECTION 1. Section 1001.201, Health and Safety Code, is
911 amended by adding Subdivision (6) to read as follows:
1012 (6) "University employee" means a person employed by a
1113 public or private institution of higher education who regularly
1214 interacts with students enrolled at the university through the
1315 course of the person's duties.
1416 SECTION 2. The heading to Section 1001.203, Health and
1517 Safety Code, is amended to read as follows:
1618 Sec. 1001.203. GRANTS FOR TRAINING CERTAIN UNIVERSITY
1719 EMPLOYEES, SCHOOL DISTRICT EMPLOYEES, AND SCHOOL RESOURCE OFFICERS
1820 [EDUCATORS] IN MENTAL HEALTH FIRST AID.
1921 SECTION 3. Sections 1001.203(a), (c), and (e), Health and
2022 Safety Code, are amended to read as follows:
2123 (a) To the extent funds are appropriated to the department
2224 for that purpose, the department shall make grants to local mental
2325 health authorities to provide an approved mental health first aid
2426 training program, administered by mental health first aid trainers,
2527 at no cost to university employees, school district employees, and
2628 school resource officers.
2729 (c) The department shall grant $100 to a local mental health
2830 authority for each university employee, school district employee,
2931 or school resource officer who successfully completes a mental
3032 health first aid training program provided by the authority under
3133 this section.
3234 (e) A local mental health authority may contract with a
3335 regional education service center to provide a mental health first
3436 aid training program to university employees, school district
3537 employees, and school resource officers [educators] under this
3638 section.
3739 SECTION 4. The heading to Section 1001.2031, Health and
3840 Safety Code, is amended to read as follows:
3941 Sec. 1001.2031. SUPPLEMENTAL GRANTS FOR TRAINING CERTAIN
4042 UNIVERSITY EMPLOYEES, SCHOOL DISTRICT EMPLOYEES, AND SCHOOL
4143 RESOURCE OFFICERS [EDUCATORS] IN MENTAL HEALTH FIRST AID.
4244 SECTION 5. Section 1001.205, Health and Safety Code, is
4345 amended to read as follows:
4446 Sec. 1001.205. REPORTS. (a) Not later than September 30
4547 of each year, a local mental health authority shall provide to the
4648 department the number of:
4749 (1) employees and contractors of the authority who
4850 were trained as mental health first aid trainers under Section
4951 1001.202 during the preceding fiscal year;
5052 (2) university employees [educators], school district
5153 employees [other than educators], and school resource officers who
5254 completed a mental health first aid training program offered by the
5355 authority under Section 1001.203 during the preceding fiscal year;
5456 and
5557 (3) individuals who are not university employees,
5658 school district employees, or school resource officers who
5759 completed a mental health first aid training program offered by the
5860 authority during the preceding fiscal year.
5961 (b) Not later than December 1 of each year, the department
6062 shall compile the information submitted by local mental health
6163 authorities as required by Subsection (a) and submit a report to the
6264 legislature containing the number of:
6365 (1) authority employees and contractors trained as
6466 mental health first aid trainers during the preceding fiscal year;
6567 (2) university employees [educators], school district
6668 employees [other than educators], and school resource officers who
6769 completed a mental health first aid training program provided by an
6870 authority during the preceding fiscal year; and
6971 (3) individuals who are not university employees,
7072 school district employees, or school resource officers who
7173 completed a mental health first aid training program provided by an
7274 authority during the preceding fiscal year.
7375 SECTION 6. This Act takes effect immediately if it receives
7476 a vote of two-thirds of all the members elected to each house, as
7577 provided by Section 39, Article III, Texas Constitution. If this
7678 Act does not receive the vote necessary for immediate effect, this
7779 Act takes effect September 1, 2017.
