| 10 | 10 | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | |
| 11 | 11 | SECTION 1. Section 51.803, Education Code, is amended by | |
| 12 | 12 | adding Subsection (a-3) to read as follows: | |
| 13 | 13 | (a-3) Beginning with admissions for the 2018-2019 academic | |
| 14 | 14 | year and notwithstanding Subsections (a) and (a-1), each general | |
| 15 | 15 | academic teaching institution shall admit an applicant for | |
| 16 | 16 | admission to the institution as an undergraduate student if: | |
| 17 | 17 | (1) the applicant is the sole valedictorian of the | |
| 18 | 18 | applicant's high school graduating class; and | |
| 19 | 19 | (2) the size of the class is too small for the | |
| 20 | 20 | valedictorian to be ranked at the lowest percentile that would | |
| 21 | 21 | qualify for automatic admission under Subsection (a) or (a-1) as | |
| 22 | 22 | applicable. | |
| 23 | 23 | SECTION 2. This Act takes effect September 1, 2017. |
