| 7 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 8 | 10 | | SECTION 1. Section 434.017, Government Code, is amended by |
|---|
| 9 | 11 | | adding Subsection (c-3) and amending Subsection (d) to read as |
|---|
| 10 | 12 | | follows: |
|---|
| 11 | 13 | | (c-3) In making the grants required under Subsection (c), |
|---|
| 12 | 14 | | the Texas Veterans Commission shall use at least five percent of the |
|---|
| 13 | 15 | | money appropriated to the commission under that subsection in each |
|---|
| 14 | 16 | | state fiscal year to provide grants to veterans county service |
|---|
| 15 | 17 | | offices created as provided by Section 434.032. A veterans county |
|---|
| 16 | 18 | | service office that receives a grant under Subsection (c) shall use |
|---|
| 17 | 19 | | the money to provide direct assistance and services to veterans |
|---|
| 18 | 20 | | residing in the county served by that office. On July 1 of each |
|---|
| 19 | 21 | | state fiscal year, if the commission has not received sufficient |
|---|
| 20 | 22 | | grant requests from veterans county service offices to make grants |
|---|
| 21 | 23 | | to the offices in the amount of five percent of the money |
|---|
| 22 | 24 | | appropriated to the commission under Subsection (c) in that state |
|---|
| 23 | 25 | | fiscal year, the commission may use any amount of the five percent |
|---|
| 24 | 26 | | remaining on that date for any purpose authorized under that |
|---|
| 25 | 27 | | subsection. This subsection may not be construed to prevent the |
|---|
| 26 | 28 | | commission from using more than five percent of the money |
|---|
| 27 | 29 | | appropriated to the commission under Subsection (c) to provide |
|---|
| 28 | 30 | | grants to veterans county service offices. |
|---|
| 29 | 31 | | (d) The Texas Veterans Commission may adopt rules governing |
|---|
| 30 | 32 | | the award of grants by the commission under this section. The |
|---|
| 31 | 33 | | commission shall adopt rules governing the award of grants to |
|---|
| 32 | 34 | | veterans county service offices under Subsection (c-3). |

| 33 | 35 | | SECTION 2. This Act takes effect September 1, 2017. |
