66 AN ACT
77 relating to the requirements for a school district improvement
88 plan.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Section 11.252(a), Education Code, is amended to
1111 read as follows:
1212 (a) Each school district shall have a district improvement
1313 plan that is developed, evaluated, and revised annually, in
1414 accordance with district policy, by the superintendent with the
1515 assistance of the district-level committee established under
1616 Section 11.251. The purpose of the district improvement plan is to
1717 guide district and campus staff in the improvement of student
1818 performance for all student groups in order to attain state
1919 standards in respect to the achievement indicators adopted under
2020 Sections 39.053(c)(1)-(4). The district improvement plan must
2121 include provisions for:
2222 (1) a comprehensive needs assessment addressing:
2323 (A) district student performance on the
2424 achievement indicators, and other appropriate measures of
2525 performance, that are disaggregated by all student groups served by
2626 the district, including categories of ethnicity, socioeconomic
2727 status, sex, and populations served by special programs, including
2828 students in special education programs under Subchapter A, Chapter
2929 29; and
3030 (B) other appropriate measures of district
3131 performance, including school climate;
3232 (2) measurable district performance objectives for
3333 all appropriate achievement indicators for all student
3434 populations, including students in special education programs
3535 under Subchapter A, Chapter 29, and other measures of [student]
3636 performance that may be identified through the comprehensive needs
3737 assessment;
3838 (3) strategies for improvement of student performance
3939 that include:
4040 (A) instructional methods for addressing the
4141 needs of student groups not achieving their full potential;
4242 (B) methods for addressing the needs of students
4343 for special programs, including:
4444 (i) suicide prevention programs, in
4545 accordance with Subchapter O-1, Chapter 161, Health and Safety
4646 Code, which includes a parental or guardian notification procedure;
4747 (ii) conflict resolution programs;
4848 (iii) violence prevention programs; and
4949 (iv) dyslexia treatment programs;
5050 (C) dropout reduction;
5151 (D) integration of technology in instructional
5252 and administrative programs;
5353 (E) positive behavior [discipline] management;
5454 (F) staff development for professional staff of
5555 the district;
5656 (G) career education to assist students in
5757 developing the knowledge, skills, and competencies necessary for a
5858 broad range of career opportunities; [and]
5959 (H) accelerated education; and
6060 (I) methods for promoting a safe and supportive
6161 school climate, including incorporating trauma-informed practices;
6262 (4) strategies for providing to middle school, junior
6363 high school, and high school students, those students' teachers and
6464 school counselors, and those students' parents information about:
6565 (A) higher education admissions and financial
6666 aid opportunities;
6767 (B) the TEXAS grant program and the Teach for
6868 Texas grant program established under Chapter 56;
6969 (C) the need for students to make informed
7070 curriculum choices to be prepared for success beyond high school;
7171 and
7272 (D) sources of information on higher education
7373 admissions and financial aid;
7474 (5) resources needed to implement identified
7575 strategies;
7676 (6) staff responsible for ensuring the accomplishment
7777 of each strategy;
7878 (7) timelines for ongoing monitoring of the
7979 implementation of each improvement strategy;
8080 (8) formative evaluation criteria for determining
8181 periodically whether strategies are resulting in intended
8282 improvement of student performance; and
8383 (9) the policy under Section 38.0041 addressing sexual
8484 abuse and other maltreatment of children.
8585 SECTION 2. This Act takes effect immediately if it receives
8686 a vote of two-thirds of all the members elected to each house, as
8787 provided by Section 39, Article III, Texas Constitution. If this
8888 Act does not receive the vote necessary for immediate effect, this
8989 Act takes effect September 1, 2017.
