9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

10 | 10 | | SECTION 1. Section 11.252(a), Education Code, is amended to |
---|
11 | 11 | | read as follows: |
---|
12 | 12 | | (a) Each school district shall have a district improvement |
---|
13 | 13 | | plan that is developed, evaluated, and revised annually, in |
---|
14 | 14 | | accordance with district policy, by the superintendent with the |
---|
15 | 15 | | assistance of the district-level committee established under |
---|
16 | 16 | | Section 11.251. The purpose of the district improvement plan is to |
---|
17 | 17 | | guide district and campus staff in the improvement of student |
---|
18 | 18 | | performance for all student groups in order to attain state |
---|
19 | 19 | | standards in respect to the achievement indicators adopted under |
---|
20 | 20 | | Sections 39.053(c)(1)-(4). The district improvement plan must |
---|
21 | 21 | | include provisions for: |
---|
22 | 22 | | (1) a comprehensive needs assessment addressing: |
---|
23 | 23 | | (A) district student performance on the |
---|
24 | 24 | | achievement indicators, and other appropriate measures of |
---|
25 | 25 | | performance, that are disaggregated by all student groups served by |
---|
26 | 26 | | the district, including categories of ethnicity, socioeconomic |
---|
27 | 27 | | status, sex, and populations served by special programs, including |
---|
28 | 28 | | students in special education programs under Subchapter A, Chapter |
---|
29 | 29 | | 29; and |
---|
30 | 30 | | (B) other appropriate measures of district |
---|
31 | 31 | | performance, including school climate; |
---|
32 | 32 | | (2) measurable district performance objectives for |
---|
33 | 33 | | all appropriate achievement indicators for all student |
---|
34 | 34 | | populations, including students in special education programs |
---|
35 | 35 | | under Subchapter A, Chapter 29, and other measures of [student] |
---|
36 | 36 | | performance that may be identified through the comprehensive needs |
---|
37 | 37 | | assessment; |
---|
38 | 38 | | (3) strategies for improvement of student performance |
---|
39 | 39 | | that include: |
---|
40 | 40 | | (A) instructional methods for addressing the |
---|
41 | 41 | | needs of student groups not achieving their full potential; |
---|
42 | 42 | | (B) methods for addressing the needs of students |
---|
43 | 43 | | for special programs, including: |
---|
44 | 44 | | (i) suicide prevention programs, in |
---|
45 | 45 | | accordance with Subchapter O-1, Chapter 161, Health and Safety |
---|
46 | 46 | | Code, which includes a parental or guardian notification procedure; |
---|
47 | 47 | | (ii) conflict resolution programs; |
---|
48 | 48 | | (iii) violence prevention programs; and |
---|
49 | 49 | | (iv) dyslexia treatment programs; |
---|
50 | 50 | | (C) dropout reduction; |
---|
51 | 51 | | (D) integration of technology in instructional |
---|
52 | 52 | | and administrative programs; |
---|
53 | 53 | | (E) positive behavior [discipline] management; |
---|
54 | 54 | | (F) staff development for professional staff of |
---|
55 | 55 | | the district; |
---|
56 | 56 | | (G) career education to assist students in |
---|
57 | 57 | | developing the knowledge, skills, and competencies necessary for a |
---|
58 | 58 | | broad range of career opportunities; [and] |
---|
59 | 59 | | (H) accelerated education; and |
---|
60 | 60 | | (I) methods for promoting a safe and supportive |
---|
61 | 61 | | school climate, including incorporating trauma-informed practices; |
---|
62 | 62 | | (4) strategies for providing to middle school, junior |
---|
63 | 63 | | high school, and high school students, those students' teachers and |
---|
64 | 64 | | school counselors, and those students' parents information about: |
---|
65 | 65 | | (A) higher education admissions and financial |
---|
66 | 66 | | aid opportunities; |
---|
67 | 67 | | (B) the TEXAS grant program and the Teach for |
---|
68 | 68 | | Texas grant program established under Chapter 56; |
---|
69 | 69 | | (C) the need for students to make informed |
---|
70 | 70 | | curriculum choices to be prepared for success beyond high school; |
---|
71 | 71 | | and |
---|
72 | 72 | | (D) sources of information on higher education |
---|
73 | 73 | | admissions and financial aid; |
---|
74 | 74 | | (5) resources needed to implement identified |
---|
75 | 75 | | strategies; |
---|
76 | 76 | | (6) staff responsible for ensuring the accomplishment |
---|
77 | 77 | | of each strategy; |
---|
78 | 78 | | (7) timelines for ongoing monitoring of the |
---|
79 | 79 | | implementation of each improvement strategy; |
---|
80 | 80 | | (8) formative evaluation criteria for determining |
---|
81 | 81 | | periodically whether strategies are resulting in intended |
---|
82 | 82 | | improvement of student performance; and |
---|
83 | 83 | | (9) the policy under Section 38.0041 addressing sexual |
---|
84 | 84 | | abuse and other maltreatment of children. |
---|
85 | 85 | | SECTION 2. This Act takes effect immediately if it receives |
---|
86 | 86 | | a vote of two-thirds of all the members elected to each house, as |
---|
87 | 87 | | provided by Section 39, Article III, Texas Constitution. If this |
---|
88 | 88 | | Act does not receive the vote necessary for immediate effect, this |
---|
89 | 89 | | Act takes effect September 1, 2017. |
