68 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
79 SECTION 1. Section 411.0141, Government Code, is amended to
810 read as follows:
911 Sec. 411.0141. MULTIUSE TRAINING AND OPERATIONS CENTER
1012 FACILITY. (a) The Texas Facilities Commission shall construct a
1113 multiuse training and operations center facility to be used by the
1214 department, the Texas military forces, county and municipal law
1315 enforcement agencies, and any other military or law enforcement
1416 agency, including agencies of the federal government:
1517 (1) [,] for training purposes;
1618 (2) to house law enforcement assets and equipment; and
1719 (3) to support and initiate tactical operations and
1820 law enforcement missions.
1921 (b) The Texas Facilities Commission, with the assistance of
2022 the department, shall locate and acquire real property for the
2123 purpose of constructing the training and operations center
2224 facility. The governing body of a county, [or] municipality, or
2325 navigation district, on behalf of the county, [or] municipality, or
2426 navigation district, may donate real property to the department for
2527 the [training] facility. The donation may be in fee simple or
2628 otherwise.
2729 (c) The department shall, with the assistance of the Texas
2830 Facilities Commission, design the training and operations center
2931 facility.
3032 (d) On completion of the construction of the training and
3133 operations center facility, the Texas Facilities Commission shall
3234 transfer ownership of the [training] facility, including the real
3335 property and buildings, to the department.
3436 (e) The department shall manage the training and operations
3537 center facility and may adopt rules necessary to implement this
3638 section. The department shall make the [training] facility
3739 available for use by the department, the Texas military forces,
3840 county and municipal law enforcement agencies, and any other
3941 military or law enforcement agency, including agencies of the
4042 federal government. The department may set and collect fees for the
4143 use of the [training] facility.
4244 SECTION 2. This Act takes effect September 1, 2017.
