| 6 | 8 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 7 | 9 | | SECTION 1. Section 411.0141, Government Code, is amended to |
|---|
| 8 | 10 | | read as follows: |
|---|
| 9 | 11 | | Sec. 411.0141. MULTIUSE TRAINING AND OPERATIONS CENTER |
|---|
| 10 | 12 | | FACILITY. (a) The Texas Facilities Commission shall construct a |
|---|
| 11 | 13 | | multiuse training and operations center facility to be used by the |
|---|
| 12 | 14 | | department, the Texas military forces, county and municipal law |
|---|
| 13 | 15 | | enforcement agencies, and any other military or law enforcement |
|---|
| 14 | 16 | | agency, including agencies of the federal government: |
|---|
| 15 | 17 | | (1) [,] for training purposes; |
|---|
| 16 | 18 | | (2) to house law enforcement assets and equipment; and |
|---|
| 17 | 19 | | (3) to support and initiate tactical operations and |
|---|
| 18 | 20 | | law enforcement missions. |
|---|
| 19 | 21 | | (b) The Texas Facilities Commission, with the assistance of |
|---|
| 20 | 22 | | the department, shall locate and acquire real property for the |
|---|
| 21 | 23 | | purpose of constructing the training and operations center |
|---|
| 22 | 24 | | facility. The governing body of a county, [or] municipality, or |
|---|
| 23 | 25 | | navigation district, on behalf of the county, [or] municipality, or |
|---|
| 24 | 26 | | navigation district, may donate real property to the department for |
|---|
| 25 | 27 | | the [training] facility. The donation may be in fee simple or |
|---|
| 26 | 28 | | otherwise. |
|---|
| 27 | 29 | | (c) The department shall, with the assistance of the Texas |
|---|
| 28 | 30 | | Facilities Commission, design the training and operations center |
|---|
| 29 | 31 | | facility. |
|---|
| 30 | 32 | | (d) On completion of the construction of the training and |
|---|
| 31 | 33 | | operations center facility, the Texas Facilities Commission shall |
|---|
| 32 | 34 | | transfer ownership of the [training] facility, including the real |
|---|
| 33 | 35 | | property and buildings, to the department. |
|---|
| 34 | 36 | | (e) The department shall manage the training and operations |
|---|
| 35 | 37 | | center facility and may adopt rules necessary to implement this |
|---|
| 36 | 38 | | section. The department shall make the [training] facility |
|---|
| 37 | 39 | | available for use by the department, the Texas military forces, |
|---|
| 38 | 40 | | county and municipal law enforcement agencies, and any other |
|---|
| 39 | 41 | | military or law enforcement agency, including agencies of the |
|---|
| 40 | 42 | | federal government. The department may set and collect fees for the |
|---|
| 41 | 43 | | use of the [training] facility. |
|---|
| 42 | 44 | | SECTION 2. This Act takes effect September 1, 2017. |
