| 7 | 7 | | relating to notification regarding the release of certain sex |

| 8 | 8 | | offenders and to the reporting of vehicle registration information |
|---|
| 9 | 9 | | for sex offenders. |

| 10 | 10 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 11 | 11 | | SECTION 1. Article 62.051(c), Code of Criminal Procedure, |
|---|
| 12 | 12 | | is amended to read as follows: |
|---|
| 13 | 13 | | (c) The registration form shall require: |
|---|
| 14 | 14 | | (1) the person's full name, date of birth, sex, race, |
|---|
| 15 | 15 | | height, weight, eye color, hair color, social security number, |
|---|
| 16 | 16 | | driver's license number, and shoe size; |
|---|
| 17 | 17 | | (1-a) the address at which the person resides or |
|---|
| 18 | 18 | | intends to reside or, if the person does not reside or intend to |
|---|
| 19 | 19 | | reside at a physical address, a detailed description of each |
|---|
| 20 | 20 | | geographical location at which the person resides or intends to |
|---|
| 21 | 21 | | reside; |
|---|
| 22 | 22 | | (1-b) each alias used by the person and any home, work, |
|---|
| 23 | 23 | | or cellular telephone number of the person; |
|---|
| 24 | 24 | | (2) a recent color photograph or, if possible, an |
|---|
| 25 | 25 | | electronic digital image of the person and a complete set of the |
|---|
| 26 | 26 | | person's fingerprints; |
|---|
| 27 | 27 | | (3) the type of offense the person was convicted of, |
|---|
| 28 | 28 | | the age of the victim, the date of conviction, and the punishment |
|---|
| 29 | 29 | | received; |
|---|
| 30 | 30 | | (4) an indication as to whether the person is |
|---|
| 31 | 31 | | discharged, paroled, or released on juvenile probation, community |
|---|
| 32 | 32 | | supervision, or mandatory supervision; |
|---|
| 33 | 33 | | (5) an indication of each license, as defined by |
|---|
| 34 | 34 | | Article 62.005(g), that is held or sought by the person; |
|---|
| 35 | 35 | | (6) an indication as to whether the person is or will |
|---|
| 36 | 36 | | be employed, carrying on a vocation, or a student at a particular |
|---|
| 37 | 37 | | public or private institution of higher education in this state or |
|---|
| 38 | 38 | | another state, and the name and address of that institution; |
|---|
| 39 | 39 | | (7) the identification of any online identifier |
|---|
| 40 | 40 | | established or used by the person; |
|---|
| 41 | 41 | | (8) the vehicle registration information of any |
|---|
| 42 | 42 | | vehicle owned by the person, including the make, model, vehicle |
|---|
| 43 | 43 | | identification number, color, and license plate number; and |
|---|
| 44 | 44 | | (9) [(8)] any other information required by the |
|---|
| 45 | 45 | | department. |

| 46 | 46 | | SECTION 2. Subchapter B, Chapter 62, Code of Criminal |
|---|
| 47 | 47 | | Procedure, is amended by adding Articles 62.0535 and 62.0552 to |
|---|
| 48 | 48 | | read as follows: |
|---|
| 49 | 49 | | Art. 62.0535. NOTIFICATION TO ATTORNEY GENERAL REGARDING |
|---|
| 50 | 50 | | RELEASE OF CERTAIN SEX OFFENDERS. Not later than the seventh day |
|---|
| 51 | 51 | | after the date a person subject to registration under this chapter |
|---|
| 52 | 52 | | is released from a penal institution without being released to |
|---|
| 53 | 53 | | parole or placed on any other form of supervision, the Texas |
|---|
| 54 | 54 | | Department of Criminal Justice or the Texas Juvenile Justice |
|---|
| 55 | 55 | | Department, as applicable, shall notify the attorney general of the |
|---|
| 56 | 56 | | person's release. |
|---|
| 57 | 57 | | Art. 62.0552. CHANGE IN VEHICLE REGISTRATION INFORMATION. |
|---|
| 58 | 58 | | (a) Not later than the seventh day after the date of a change in any |
|---|
| 59 | 59 | | part of the vehicle registration information reported by a person |
|---|
| 60 | 60 | | under Article 62.051(c)(8), the person shall report in person to |
|---|
| 61 | 61 | | the local law enforcement authority designated as the person's |
|---|
| 62 | 62 | | primary registration authority by the department and, if |
|---|
| 63 | 63 | | applicable, to the juvenile probation officer, community |
|---|
| 64 | 64 | | supervision and corrections department officer, or parole officer |
|---|
| 65 | 65 | | supervising the person and shall provide the authority and the |
|---|
| 66 | 66 | | officer with the person's new or updated vehicle registration |
|---|
| 67 | 67 | | information. |
|---|
| 68 | 68 | | (b) Not later than the third day after the date of receipt of |
|---|
| 69 | 69 | | notice under Subsection (a), the person's juvenile probation |
|---|
| 70 | 70 | | officer, community supervision and corrections department officer, |
|---|
| 71 | 71 | | or parole officer shall forward the information provided under |
|---|
| 72 | 72 | | Subsection (a) to the local law enforcement authority designated as |
|---|
| 73 | 73 | | the person's primary registration authority by the department. |
|---|
| 74 | 74 | | SECTION 3. This Act takes effect September 1, 2017. |
