55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to notification regarding the release of certain sex
88 offenders and to the reporting of vehicle registration information
99 for sex offenders.
1010 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1111 SECTION 1. Article 62.051(c), Code of Criminal Procedure,
1212 is amended to read as follows:
1313 (c) The registration form shall require:
1414 (1) the person's full name, date of birth, sex, race,
1515 height, weight, eye color, hair color, social security number,
1616 driver's license number, and shoe size;
1717 (1-a) the address at which the person resides or
1818 intends to reside or, if the person does not reside or intend to
1919 reside at a physical address, a detailed description of each
2020 geographical location at which the person resides or intends to
2121 reside;
2222 (1-b) each alias used by the person and any home, work,
2323 or cellular telephone number of the person;
2424 (2) a recent color photograph or, if possible, an
2525 electronic digital image of the person and a complete set of the
2626 person's fingerprints;
2727 (3) the type of offense the person was convicted of,
2828 the age of the victim, the date of conviction, and the punishment
2929 received;
3030 (4) an indication as to whether the person is
3131 discharged, paroled, or released on juvenile probation, community
3232 supervision, or mandatory supervision;
3333 (5) an indication of each license, as defined by
3434 Article 62.005(g), that is held or sought by the person;
3535 (6) an indication as to whether the person is or will
3636 be employed, carrying on a vocation, or a student at a particular
3737 public or private institution of higher education in this state or
3838 another state, and the name and address of that institution;
3939 (7) the identification of any online identifier
4040 established or used by the person;
4141 (8) the vehicle registration information of any
4242 vehicle owned by the person, including the make, model, vehicle
4343 identification number, color, and license plate number; and
4444 (9) [(8)] any other information required by the
4545 department.
4646 SECTION 2. Subchapter B, Chapter 62, Code of Criminal
4747 Procedure, is amended by adding Articles 62.0535 and 62.0552 to
4848 read as follows:
4949 Art. 62.0535. NOTIFICATION TO ATTORNEY GENERAL REGARDING
5050 RELEASE OF CERTAIN SEX OFFENDERS. Not later than the seventh day
5151 after the date a person subject to registration under this chapter
5252 is released from a penal institution without being released to
5353 parole or placed on any other form of supervision, the Texas
5454 Department of Criminal Justice or the Texas Juvenile Justice
5555 Department, as applicable, shall notify the attorney general of the
5656 person's release.
5757 Art. 62.0552. CHANGE IN VEHICLE REGISTRATION INFORMATION.
5858 (a) Not later than the seventh day after the date of a change in any
5959 part of the vehicle registration information reported by a person
6060 under Article 62.051(c)(8), the person shall report in person to
6161 the local law enforcement authority designated as the person's
6262 primary registration authority by the department and, if
6363 applicable, to the juvenile probation officer, community
6464 supervision and corrections department officer, or parole officer
6565 supervising the person and shall provide the authority and the
6666 officer with the person's new or updated vehicle registration
6767 information.
6868 (b) Not later than the third day after the date of receipt of
6969 notice under Subsection (a), the person's juvenile probation
7070 officer, community supervision and corrections department officer,
7171 or parole officer shall forward the information provided under
7272 Subsection (a) to the local law enforcement authority designated as
7373 the person's primary registration authority by the department.
7474 SECTION 3. This Act takes effect September 1, 2017.
