65 AN ACT
76 relating to the development of transferable degree or certificate
87 program curricula for which qualified veterans or military service
98 members may be awarded course credit based on military service.
109 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1110 SECTION 1. Subchapter S, Chapter 61, Education Code, is
1211 amended by adding Section 61.835 to read as follows:
1312 Sec. 61.835. TRANSFERABLE COLLEGE CREDIT FOR HEROES
1413 CURRICULA. (a) To promote the purposes of the College Credit for
1514 Heroes program established under Section 302.0031, Labor Code, the
1615 board, in consultation with the Texas Workforce Commission, the
1716 Texas Veterans Commission, and institutions of higher education,
1817 shall:
1918 (1) develop standardized curricula within degree and
2019 certificate programs commonly offered by institutions of higher
2120 education toward which qualified veterans or military service
2221 members may be awarded appropriate academic credit for experience,
2322 education, and training earned during military service; and
2423 (2) require the transferability between institutions
2524 of higher education of course credit for curricula developed under
2625 this section that is awarded to qualified veterans or military
2726 service members.
2827 (b) The board shall adopt rules for the administration of
2928 this section.
3029 SECTION 2. The Texas Higher Education Coordinating Board
3130 shall adopt the initial rules required by Section 61.835, Education
3231 Code, as added by this Act, not later than May 1, 2018.
3332 SECTION 3. This Act takes effect immediately if it receives
3433 a vote of two-thirds of all the members elected to each house, as
3534 provided by Section 39, Article III, Texas Constitution. If this
3635 Act does not receive the vote necessary for immediate effect, this
3736 Act takes effect September 1, 2017.
