| 10 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 11 | 10 | | SECTION 1. Subchapter S, Chapter 61, Education Code, is |
|---|
| 12 | 11 | | amended by adding Section 61.835 to read as follows: |
|---|
| 13 | 12 | | Sec. 61.835. TRANSFERABLE COLLEGE CREDIT FOR HEROES |
|---|
| 14 | 13 | | CURRICULA. (a) To promote the purposes of the College Credit for |
|---|
| 15 | 14 | | Heroes program established under Section 302.0031, Labor Code, the |
|---|
| 16 | 15 | | board, in consultation with the Texas Workforce Commission, the |
|---|
| 17 | 16 | | Texas Veterans Commission, and institutions of higher education, |
|---|
| 18 | 17 | | shall: |
|---|
| 19 | 18 | | (1) develop standardized curricula within degree and |
|---|
| 20 | 19 | | certificate programs commonly offered by institutions of higher |
|---|
| 21 | 20 | | education toward which qualified veterans or military service |
|---|
| 22 | 21 | | members may be awarded appropriate academic credit for experience, |
|---|
| 23 | 22 | | education, and training earned during military service; and |
|---|
| 24 | 23 | | (2) require the transferability between institutions |
|---|
| 25 | 24 | | of higher education of course credit for curricula developed under |
|---|
| 26 | 25 | | this section that is awarded to qualified veterans or military |
|---|
| 27 | 26 | | service members. |
|---|
| 28 | 27 | | (b) The board shall adopt rules for the administration of |
|---|
| 29 | 28 | | this section. |
|---|
| 30 | 29 | | SECTION 2. The Texas Higher Education Coordinating Board |
|---|
| 31 | 30 | | shall adopt the initial rules required by Section 61.835, Education |
|---|
| 32 | 31 | | Code, as added by this Act, not later than May 1, 2018. |
|---|
| 33 | 32 | | SECTION 3. This Act takes effect immediately if it receives |
|---|
| 34 | 33 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 35 | 34 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 36 | 35 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 37 | 36 | | Act takes effect September 1, 2017. |
