66 AN ACT
77 relating to requiring a supplemental actuarial analysis by certain
88 public retirement systems.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Subchapter B, Chapter 802, Government Code, is
1111 amended by adding Section 802.109 to read as follows:
1212 Sec. 802.109. SUPPLEMENTAL ACTUARIAL ANALYSIS ASSUMING
1313 CERTAIN RATES OF RETURN BY PUBLIC RETIREMENT SYSTEMS; REPORT. (a)
1414 In this section, "assumed rate of return" means the expected
1515 long-term rate of return on the investment of public retirement
1616 system assets.
1717 (b) Each public retirement system shall submit to the board
1818 a supplemental analysis prepared in conjunction with the system's
1919 actuarial valuation that performs a 30-year forward-looking
2020 projection of system assets and liabilities using the following
2121 assumptions:
2222 (1) annual investment returns for the full 30-year
2323 period equal to the assumed rate of return used in the system's
2424 actuarial valuation;
2525 (2) annual investment returns for the:
2626 (A) first 20-year period equal to the assumed
2727 rate of return used in the system's actuarial valuation less 300
2828 basis points; and
2929 (B) final 10-year period equal to the assumed
3030 rate of return used in the system's actuarial valuation; and
3131 (3) annual investment returns for the:
3232 (A) first 20-year period equal to the assumed
3333 rate of return used in the system's actuarial valuation plus 300
3434 basis points; and
3535 (B) final 10-year period equal to the assumed
3636 rate of return used in the system's actuarial valuation.
3737 (c) The board shall adopt rules necessary to implement this
3838 section, including rules regarding the level of detail that must be
3939 included in analyses required under Subsection (b).
4040 (d) The board shall annually compile the analyses described
4141 by Subsection (b) in a report and submit the report to the governor,
4242 lieutenant governor, speaker of the house of representatives, and
4343 members of the legislature. The report required by this subsection
4444 may be combined with any other report required by this chapter or
4545 other law.
4646 SECTION 2. This Act takes effect September 1, 2017.
