55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to the authority of the Texas State Technical College
88 System to offer technical-vocational courses or programs.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Section 135.01, Education Code, is amended by
1111 amending Subsection (c) and adding Subsection (d) to read as
1212 follows:
1313 (c) In developing and offering highly specialized technical
1414 programs with related supportive coursework, primary consideration
1515 shall be placed on industrial and technological manpower needs of
1616 the state.
1717 (d) The authority of the Texas State Technical College
1818 System to create a technical-vocational course of study or
1919 technical-vocational certificate or degree program under this
2020 section is not subject to Section 61.0512 [The emphasis of each
2121 Texas State Technical College System campus shall be on advanced or
2222 emerging technical programs not commonly offered by public junior
2323 colleges].
2424 SECTION 2. Section 135.02(b), Education Code, is amended to
2525 read as follows:
2626 (b) The system may operate an extension center created after
2727 September 1, 1991, in a city or county if:
2828 (1) [the coordinating board has given prior approval
2929 to the extension center, after considering the role and mission of
3030 the system, the needs of this state and of the community involved,
3131 the actions of the legislature, if any, and the efficient and
3232 effective use of the state's educational resources for the economic
3333 development of this state;
3434 [(2)] a political subdivision of this state provides
3535 and maintains appropriate equipment and facilities for the delivery
3636 of technical-vocational education, including maintenance and
3737 utilities; and
3838 (2) [(3)] funding for the extension center is approved
3939 by specific legislative Act.
4040 SECTION 3. Section 135.04, Education Code, is repealed.
4141 SECTION 4. This Act takes effect immediately if it receives
4242 a vote of two-thirds of all the members elected to each house, as
4343 provided by Section 39, Article III, Texas Constitution. If this
4444 Act does not receive the vote necessary for immediate effect, this
4545 Act takes effect September 1, 2017.
