| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Subchapter C, Chapter 1001, Education Code, is |
|---|
| 11 | 11 | | amended by adding Section 1001.109 to read as follows: |
|---|
| 12 | 12 | | Sec. 1001.109. INFORMATION RELATING TO TRAFFIC STOPS. The |
|---|
| 13 | 13 | | commission by rule shall require that information relating to law |
|---|
| 14 | 14 | | enforcement procedures for traffic stops be included in the |
|---|
| 15 | 15 | | curriculum of each driver education course and driving safety |
|---|
| 16 | 16 | | course. The curriculum must include a demonstration of the proper |
|---|
| 17 | 17 | | actions to be taken during a traffic stop and information regarding |
|---|
| 18 | 18 | | appropriate interactions with law enforcement. |
|---|
| 19 | 19 | | SECTION 2. Section 1701.253, Occupations Code, is amended |
|---|
| 20 | 20 | | by adding Subsection (n) to read as follows: |
|---|
| 21 | 21 | | (n) As part of the minimum curriculum requirements, the |
|---|
| 22 | 22 | | commission shall establish a statewide education and training |
|---|
| 23 | 23 | | program on proper procedures for traffic stops, including |
|---|
| 24 | 24 | | information regarding the appropriate use of force, for officers |
|---|
| 25 | 25 | | licensed under this chapter. An officer shall complete a program |
|---|
| 26 | 26 | | established under this subsection not later than the second |
|---|
| 27 | 27 | | anniversary of the date the officer is licensed under this chapter |
|---|
| 28 | 28 | | or the date the officer applies for an intermediate proficiency |
|---|
| 29 | 29 | | certificate, whichever date is earlier. |
|---|
| 30 | 30 | | SECTION 3. Not later than January 1, 2018, the Texas |
|---|
| 31 | 31 | | Commission on Law Enforcement shall establish the education and |
|---|
| 32 | 32 | | training program required by Section 1701.253(n), Occupations |
|---|
| 33 | 33 | | Code, as added by this Act. |
|---|
| 34 | 34 | | SECTION 4. This Act takes effect September 1, 2017. |
