115 A BILL TO BE ENTITLED
126 AN ACT
137 relating to the submission of an affordability and access report by
148 public institutions of higher education.
159 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1610 SECTION 1. Sections 51.4031(a) and (d), Education Code, are
1711 amended to read as follows:
1812 (a) Not later than November 1 of each year, the chief
1913 executive officer of each institution of higher education, as
2014 defined by Section 61.003, shall provide to the governing board of
2115 the institution and the Texas Higher Education Coordinating Board a
2216 report for the preceding fall, spring, and summer semesters that
2317 examines the affordability and access of the institution.
2418 (d) An institution's report must be in the form prescribed
2519 by the Texas Higher Education Coordinating Board in consultation
2620 with the institution. The coordinating board shall provide a
2721 report received under this section to the governor, the lieutenant
2822 governor, the speaker of the house of representatives, and each
2923 member of the legislature. The coordinating board may provide the
3024 report electronically.
3125 SECTION 2. This Act takes effect immediately if it receives
3226 a vote of two-thirds of all the members elected to each house, as
3327 provided by Section 39, Article III, Texas Constitution. If this
3428 Act does not receive the vote necessary for immediate effect, this
3529 Act takes effect September 1, 2017.
