97 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
108 SECTION 1. Section 411.188(a), Government Code, is amended
119 to read as follows:
1210 (a) The director by rule shall establish minimum standards
1311 for handgun proficiency and shall develop a course to teach handgun
1412 proficiency and examinations to measure handgun proficiency. The
1513 course to teach handgun proficiency is required for each person who
1614 seeks to obtain a license and must contain training sessions
1715 divided into two parts. One part of the course must be classroom
1816 instruction and the other part must be range instruction and an
1917 actual demonstration by the applicant of the applicant's ability to
2018 safely and proficiently use a handgun. An applicant must be able to
2119 demonstrate, at a minimum, the degree of proficiency that is
2220 required to effectively operate a handgun [of .32 caliber or
2321 above]. The department shall distribute the standards, course
2422 requirements, and examinations on request to any qualified handgun
2523 instructor.
2624 SECTION 2. The change in law made by this Act applies only
2725 to an application to obtain or renew a license to carry a handgun
2826 submitted on or after the effective date of this Act. An
2927 application submitted before the effective date of this Act is
3028 governed by the law in effect when the application was submitted,
3129 and the former law is continued in effect for that purpose.
3230 SECTION 3. This Act takes effect September 1, 2017.
