| 7 | 7 | | relating to inclusion of instruction regarding police officers in |

| 8 | 8 | | the required curriculum for ninth grade public school students. |

| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Section 28.025, Education Code, is amended by |
|---|
| 11 | 11 | | adding Subsection (b-20) to read as follows: |
|---|
| 12 | 12 | | (b-20) The State Board of Education shall adopt rules to |
|---|
| 13 | 13 | | include in the required curriculum for students in ninth grade |
|---|
| 14 | 14 | | instruction regarding: |
|---|
| 15 | 15 | | (1) the role of law enforcement and the duties and |
|---|
| 16 | 16 | | responsibilities of police officers; |
|---|
| 17 | 17 | | (2) a person's rights concerning interactions with |
|---|
| 18 | 18 | | police officers; |
|---|
| 19 | 19 | | (3) proper behavior for civilians and police officers |
|---|
| 20 | 20 | | during interactions; |
|---|
| 21 | 21 | | (4) laws regarding questioning and detention by police |
|---|
| 22 | 22 | | officers, including any law requiring a person to present proof of |
|---|
| 23 | 23 | | identity to a police officer, and the consequences for a person's or |
|---|
| 24 | 24 | | officer's failure to comply with those laws; and |
|---|
| 25 | 25 | | (5) how and where to file a complaint against a police |
|---|
| 26 | 26 | | officer. |
|---|
| 27 | 27 | | SECTION 2. This Act applies beginning with the 2018-2019 |
|---|
| 28 | 28 | | school year. |
|---|
| 29 | 29 | | SECTION 3. This Act takes effect immediately if it receives |
|---|
| 30 | 30 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 31 | 31 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 32 | 32 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 33 | 33 | | Act takes effect September 1, 2017. |
