55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to inclusion of instruction regarding police officers in
88 the required curriculum for ninth grade public school students.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Section 28.025, Education Code, is amended by
1111 adding Subsection (b-20) to read as follows:
1212 (b-20) The State Board of Education shall adopt rules to
1313 include in the required curriculum for students in ninth grade
1414 instruction regarding:
1515 (1) the role of law enforcement and the duties and
1616 responsibilities of police officers;
1717 (2) a person's rights concerning interactions with
1818 police officers;
1919 (3) proper behavior for civilians and police officers
2020 during interactions;
2121 (4) laws regarding questioning and detention by police
2222 officers, including any law requiring a person to present proof of
2323 identity to a police officer, and the consequences for a person's or
2424 officer's failure to comply with those laws; and
2525 (5) how and where to file a complaint against a police
2626 officer.
2727 SECTION 2. This Act applies beginning with the 2018-2019
2828 school year.
2929 SECTION 3. This Act takes effect immediately if it receives
3030 a vote of two-thirds of all the members elected to each house, as
3131 provided by Section 39, Article III, Texas Constitution. If this
3232 Act does not receive the vote necessary for immediate effect, this
3333 Act takes effect September 1, 2017.
