| 8 | 8 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 9 | 9 | | SECTION 1. Sections 1(1-a), (2), (2-a), and (8), Chapter |
|---|
| 10 | 10 | | 1507 (S.B. 456), Acts of the 76th Legislature, Regular Session, |
|---|
| 11 | 11 | | 1999 (Article 5190.14, Vernon's Texas Civil Statutes), are amended |
|---|
| 12 | 12 | | to read as follows: |
|---|
| 13 | 13 | | (1-a) "Endorsing county" means an endorsing county for |
|---|
| 14 | 14 | | purposes of Section 5, 5A, or 5B[, or 5C] of this Act. |
|---|
| 15 | 15 | | (2) "Endorsing municipality" means an endorsing |
|---|
| 16 | 16 | | municipality for purposes of Section 4, 5, 5A, or 5B[, or 5C] of |
|---|
| 17 | 17 | | this Act. |
|---|
| 18 | 18 | | (2-a) "Event" means a game or event as defined by |
|---|
| 19 | 19 | | Section 5A or [,]5B[, or 5C] of this Act. |
|---|
| 20 | 20 | | (8) "Site selection organization" means a site |
|---|
| 21 | 21 | | selection organization as defined by Sections 5 and [,] 5A[, and 5C] |
|---|
| 22 | 22 | | of this Act. |
|---|
| 23 | 23 | | SECTION 2. Section 7(a), Chapter 1507 (S.B. 456), Acts of |
|---|
| 24 | 24 | | the 76th Legislature, Regular Session, 1999 (Article 5190.14, |
|---|
| 25 | 25 | | Vernon's Texas Civil Statutes), is amended to read as follows: |
|---|
| 26 | 26 | | (a) The department shall review requests from a local |
|---|
| 27 | 27 | | organizing committee, endorsing municipality, or endorsing county |
|---|
| 28 | 28 | | that the department, on behalf of the state, enter into a games |
|---|
| 29 | 29 | | support contract that is required by a site selection organization |
|---|
| 30 | 30 | | in connection with the committee's, municipality's, or county's bid |
|---|
| 31 | 31 | | to host any of the games. This section does not affect or apply to |
|---|
| 32 | 32 | | an event support contract under Section 5A or [,] 5B[, or 5C] of |
|---|
| 33 | 33 | | this Act to which the department is not a party. |
|---|
| 34 | 34 | | SECTION 3. (a) On September 1, 2017: |
|---|
| 35 | 35 | | (1) Section 5C, Chapter 1507 (S.B. 456), Acts of the |
|---|
| 36 | 36 | | 76th Legislature, Regular Session, 1999 (Article 5190.14, Vernon's |
|---|
| 37 | 37 | | Texas Civil Statutes), is repealed; and |
|---|
| 38 | 38 | | (2) each Events trust fund established under Section |
|---|
| 39 | 39 | | 5C, Chapter 1507 (S.B. 456), Acts of the 76th Legislature, Regular |
|---|
| 40 | 40 | | Session, 1999 (Article 5190.14, Vernon's Texas Civil Statutes), is |
|---|
| 41 | 41 | | abolished. |
|---|
| 42 | 42 | | (b) The applicable provisions of Section 5C, Chapter 1507 |
|---|
| 43 | 43 | | (S.B. 456), Acts of the 76th Legislature, Regular Session, 1999 |
|---|
| 44 | 44 | | (Article 5190.14, Vernon's Texas Civil Statutes), as that section |
|---|
| 45 | 45 | | existed immediately before the effective date of this Act, |
|---|
| 46 | 46 | | including any trust fund established under that section, remain in |
|---|
| 47 | 47 | | effect as those provisions apply in relation to the particular |
|---|
| 48 | 48 | | events described by this subsection until all money from the trust |
|---|
| 49 | 49 | | fund for the particular event has been disbursed and all |
|---|
| 50 | 50 | | obligations under an event support contract for the particular |
|---|
| 51 | 51 | | event have been satisfied. This subsection applies only if, before |
|---|
| 52 | 52 | | the effective date of this Act: |
|---|
| 53 | 53 | | (1) pursuant to an application by a local organizing |
|---|
| 54 | 54 | | committee, endorsing municipality, or endorsing county, a site |
|---|
| 55 | 55 | | selection organization selects a site in this state for a |
|---|
| 56 | 56 | | particular event to which Section 5C, Chapter 1507, applies; and |
|---|
| 57 | 57 | | (2) one or more event support contracts for the |
|---|
| 58 | 58 | | particular event have been entered into. |
|---|
| 59 | 59 | | SECTION 4. The repeal by this Act of Section 5C, Chapter |
|---|
| 60 | 60 | | 1507 (S.B. 456), Acts of the 76th Legislature, Regular Session, |
|---|
| 61 | 61 | | 1999 (Article 5190.14, Vernon's Texas Civil Statutes), does not |
|---|
| 62 | 62 | | apply to an offense committed under Chapter 1507 before September |
|---|
| 63 | 63 | | 1, 2017. An offense committed before September 1, 2017, is governed |
|---|
| 64 | 64 | | by the law as it existed on the date the offense was committed, and |
|---|
| 65 | 65 | | the former law is continued in effect for that purpose. For |
|---|
| 66 | 66 | | purposes of this section, an offense was committed before September |
|---|
| 67 | 67 | | 1, 2017, if any element of the offense occurred before that date. |
|---|
| 68 | 68 | | SECTION 5. This Act takes effect September 1, 2017. |
