| 9 | 7 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 8 | | SECTION 1. Section 29.006, Education Code, is amended by |
|---|
| 11 | 9 | | adding Subsections (d), (e), (f), (g), and (h) to read as follows: |
|---|
| 12 | 10 | | (d) Committee meetings must be conducted in compliance with |
|---|
| 13 | 11 | | Chapter 551, Government Code. |
|---|
| 14 | 12 | | (e) The committee shall provide a procedure for members of |
|---|
| 15 | 13 | | the public to speak at committee meetings. The procedure may not |
|---|
| 16 | 14 | | require a member of the public to register to speak earlier than the |
|---|
| 17 | 15 | | day of the meeting. |
|---|
| 18 | 16 | | (f) The agency must post on the agency's Internet website: |
|---|
| 19 | 17 | | (1) contact information for the committee, including |
|---|
| 20 | 18 | | an e-mail address; |
|---|
| 21 | 19 | | (2) notice of each open meeting of the committee; |
|---|
| 22 | 20 | | (3) minutes of each open meeting of the committee; and |
|---|
| 23 | 21 | | (4) guidance concerning how to submit public comments |
|---|
| 24 | 22 | | to the committee. |
|---|
| 25 | 23 | | (g) The committee shall develop a policy to encourage public |
|---|
| 26 | 24 | | participation with the committee. |
|---|
| 27 | 25 | | (h) Not later than January 1 of each odd-numbered year, the |
|---|
| 28 | 26 | | committee shall submit a report to the legislature with recommended |
|---|
| 29 | 27 | | changes to state law and agency rules relating to special |
|---|
| 30 | 28 | | education. The committee shall include the committee's current |
|---|
| 31 | 29 | | policy on encouraging public participation, as required by |
|---|
| 32 | 30 | | Subsection (g), in the report. |
|---|
| 33 | 31 | | SECTION 2. Section 29.006(d), Education Code, as added by |
|---|
| 34 | 32 | | this Act, applies only to an open meeting of the special education |
|---|
| 35 | 33 | | continuing advisory committee held on or after the effective date |
|---|
| 36 | 34 | | of this Act. |
|---|
| 37 | 35 | | SECTION 3. This Act takes effect September 1, 2017. |
