64 AN ACT
75 relating to the operation of the special education continuing
86 advisory committee.
97 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
108 SECTION 1. Section 29.006, Education Code, is amended by
119 adding Subsections (d), (e), (f), (g), and (h) to read as follows:
1210 (d) Committee meetings must be conducted in compliance with
1311 Chapter 551, Government Code.
1412 (e) The committee shall provide a procedure for members of
1513 the public to speak at committee meetings. The procedure may not
1614 require a member of the public to register to speak earlier than the
1715 day of the meeting.
1816 (f) The agency must post on the agency's Internet website:
1917 (1) contact information for the committee, including
2018 an e-mail address;
2119 (2) notice of each open meeting of the committee;
2220 (3) minutes of each open meeting of the committee; and
2321 (4) guidance concerning how to submit public comments
2422 to the committee.
2523 (g) The committee shall develop a policy to encourage public
2624 participation with the committee.
2725 (h) Not later than January 1 of each odd-numbered year, the
2826 committee shall submit a report to the legislature with recommended
2927 changes to state law and agency rules relating to special
3028 education. The committee shall include the committee's current
3129 policy on encouraging public participation, as required by
3230 Subsection (g), in the report.
3331 SECTION 2. Section 29.006(d), Education Code, as added by
3432 this Act, applies only to an open meeting of the special education
3533 continuing advisory committee held on or after the effective date
3634 of this Act.
3735 SECTION 3. This Act takes effect September 1, 2017.
