| 11 | 11 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 12 | 12 | | SECTION 1. Subchapter B, Chapter 305, Government Code, is |
|---|
| 13 | 13 | | amended by adding Section 305.029 to read as follows: |
|---|
| 14 | 14 | | Sec. 305.029. EXPENDITURES FROM POLITICAL CONTRIBUTIONS |
|---|
| 15 | 15 | | RESTRICTED. (a) In this section, "political contribution," |
|---|
| 16 | 16 | | "political committee," and "political expenditure" have the |
|---|
| 17 | 17 | | meanings assigned by Section 251.001, Election Code. |
|---|
| 18 | 18 | | (b) Notwithstanding any other provision of law, a person |
|---|
| 19 | 19 | | required to register under this chapter may not, at any time |
|---|
| 20 | 20 | | following the date the last term for which the person was elected |
|---|
| 21 | 21 | | ends, knowingly make or authorize, from political contributions |
|---|
| 22 | 22 | | accepted by the person as a candidate or officeholder, a political |
|---|
| 23 | 23 | | expenditure that is a political contribution to another candidate, |
|---|
| 24 | 24 | | officeholder, or political committee. |
|---|
| 25 | 25 | | (c) This section does not prohibit a person from making a |
|---|
| 26 | 26 | | political contribution or political expenditure in support of the |
|---|
| 27 | 27 | | person's own candidacy. |
|---|
| 28 | 28 | | SECTION 2. Section 305.029, Government Code, as added by |
|---|
| 29 | 29 | | this Act, applies to an expenditure made on or after January 8, |
|---|
| 30 | 30 | | 2019, from funds accepted as a political contribution, regardless |
|---|
| 31 | 31 | | of the date the funds were accepted. |
|---|
| 32 | 32 | | SECTION 3. This Act takes effect January 8, 2019. |
