75 relating to a study of the use of a patient-reported outcomes
86 registry in conjunction with health coverage for certain
97 governmental employees.
108 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
119 SECTION 1. STUDY; PATIENT-REPORTED OUTCOMES REGISTRIES FOR
1210 CERTAIN CARE. The Teacher Retirement System of Texas and the
1311 Employees Retirement System of Texas shall jointly conduct a study
1412 of the benefits and disadvantages of establishing a
1513 patient-reported outcomes registry for musculoskeletal care
1614 provided under the plans of group coverage administered by the
1715 systems under Chapters 1551, 1575, and 1579, Insurance Code. The
1816 study conducted under this section must:
1917 (1) identify the musculoskeletal conditions and
2018 injuries that result in the highest cost for health care in the
2119 plans of group coverage;
2220 (2) identify the percentage of the total cost for
2321 health care under the plans of group coverage that is spent for the
2422 conditions and injuries described by Subdivision (1) of this
2523 section;
2624 (3) estimate the cost for the systems, or for the
2725 entities administering the plans of group coverage on the systems'
2826 behalf, to establish and administer a patient-reported outcomes
2927 registry for musculoskeletal care;
3028 (4) evaluate the potential benefits of a
3129 patient-reported outcomes registry for musculoskeletal care for
3230 the populations served by the plans of group coverage; and
3331 (5) identify potential partners, such as a
3432 collaborative partnership between medical schools and chiropractic
3533 colleges located in this state, that could assist the systems in
3634 establishing and administering a patient-reported outcomes
3735 registry for musculoskeletal care.
3836 SECTION 2. REPORT. Not later than December 1, 2018, the
3937 Teacher Retirement System of Texas and the Employees Retirement
4038 System of Texas shall report the results of the study conducted
4139 under Section 1 of this Act to the speaker of the house of
4240 representatives, the lieutenant governor, and the standing
4341 committees of the house and the senate with jurisdiction over the
4442 retirement systems and insurance. The report must:
4543 (1) specify whether establishing one or more
4644 patient-reported outcomes registries for musculoskeletal care
4745 would be beneficial and effective; and
4846 (2) be accompanied by recommendations for
4947 legislation, if appropriate.
5048 SECTION 3. EXPIRATION. Sections 1 and 2 of this Act and
5149 this section expire September 1, 2019.
5250 SECTION 4. EFFECTIVE DATE. This Act takes effect September
5351 1, 2017.
