7	5		relating to a study of the use of a patient-reported outcomes
8	6		registry in conjunction with health coverage for certain
9	7		governmental employees.
10	8		BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
11	9		SECTION 1. STUDY; PATIENT-REPORTED OUTCOMES REGISTRIES FOR
12	10		CERTAIN CARE. The Teacher Retirement System of Texas and the
13	11		Employees Retirement System of Texas shall jointly conduct a study
14	12		of the benefits and disadvantages of establishing a
15	13		patient-reported outcomes registry for musculoskeletal care
16	14		provided under the plans of group coverage administered by the
17	15		systems under Chapters 1551, 1575, and 1579, Insurance Code. The
18	16		study conducted under this section must:
19	17		(1) identify the musculoskeletal conditions and
20	18		injuries that result in the highest cost for health care in the
21	19		plans of group coverage;
22	20		(2) identify the percentage of the total cost for
23	21		health care under the plans of group coverage that is spent for the
24	22		conditions and injuries described by Subdivision (1) of this
25	23		section;
26	24		(3) estimate the cost for the systems, or for the
27	25		entities administering the plans of group coverage on the systems'
28	26		behalf, to establish and administer a patient-reported outcomes
29	27		registry for musculoskeletal care;
30	28		(4) evaluate the potential benefits of a
31	29		patient-reported outcomes registry for musculoskeletal care for
32	30		the populations served by the plans of group coverage; and
33	31		(5) identify potential partners, such as a
34	32		collaborative partnership between medical schools and chiropractic
35	33		colleges located in this state, that could assist the systems in
36	34		establishing and administering a patient-reported outcomes
37	35		registry for musculoskeletal care.
38	36		SECTION 2. REPORT. Not later than December 1, 2018, the
39	37		Teacher Retirement System of Texas and the Employees Retirement
40	38		System of Texas shall report the results of the study conducted
41	39		under Section 1 of this Act to the speaker of the house of
42	40		representatives, the lieutenant governor, and the standing
43	41		committees of the house and the senate with jurisdiction over the
44	42		retirement systems and insurance. The report must:
45	43		(1) specify whether establishing one or more
46	44		patient-reported outcomes registries for musculoskeletal care
47	45		would be beneficial and effective; and
48	46		(2) be accompanied by recommendations for
49	47		legislation, if appropriate.
50	48		SECTION 3. EXPIRATION. Sections 1 and 2 of this Act and
51	49		this section expire September 1, 2019.
52	50		SECTION 4. EFFECTIVE DATE. This Act takes effect September
53	51		1, 2017.
