                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 85TH LEGISLATIVE REGULAR SESSION            March 15, 2017      TO: Honorable Kel Seliger, Chair, Senate Committee on Higher Education      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:SB802 by Seliger (Relating to a study and report regarding best practices in the transfer of course credit between public institutions of higher education.), Committee Report 1st House, Substituted    No significant fiscal implication to the State is anticipated.  The bill would amend the Education Code to require the Texas Higher Education Coordinating Board (THECB) to conduct a study on best practices in degree program course credit transfer between institutions of higher education, including for dual credit course credits, and identify institutions of higher education implementing these practices. Upon request by THECB, institutions of higher education would be required to provide any necessary information to the agency in order to conduct the study and identify institutions. THECB would be required to submit the results of its study and recommendations to the Legislature no later than November 1, 2018. The bill would take immediate effect if it receives a two-thirds vote of each house of the Legislature. Otherwise, it would take effect September 1, 2017. It is assumed that any costs associated with the bill would not be significant and could absorbed within existing resources.  Local Government Impact No significant fiscal implication to units of local government is anticipated.
