The bill would amend the Education Code to require the Texas Higher Education Coordinating Board (THECB) to conduct a study on best practices in degree program course credit transfer between institutions of higher education, including for dual credit course credits, and identify institutions of higher education implementing these practices. Upon request by THECB, institutions of higher education would be required to provide any necessary information to the agency in order to conduct the study and identify institutions. THECB would be required to submit the results of its study and recommendations to the Legislature no later than November 1, 2018. The bill would take immediate effect if it receives a two-thirds vote of each house of the Legislature. Otherwise, it would take effect September 1, 2017. It is assumed that any costs associated with the bill would not be significant and could absorbed within existing resources.
