| 9 | 7 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 8 | | SECTION 1. Sections 36.151(b) and (c), Water Code, are |
|---|
| 11 | 9 | | amended to read as follows: |
|---|
| 12 | 10 | | (b) Disbursements, other than federal reserve wire |
|---|
| 13 | 11 | | transfers or electronic fund transfers, shall be signed by at least |
|---|
| 14 | 12 | | two directors, except the board may by resolution allow certain |
|---|
| 15 | 13 | | employees of the district, or a combination of employees and |
|---|
| 16 | 14 | | directors, to sign disbursements on behalf of the board. The board |
|---|
| 17 | 15 | | may authorize payroll disbursements by electronic direct deposit. |
|---|
| 18 | 16 | | (c) The board may by resolution allow disbursements to be |
|---|
| 19 | 17 | | transferred by federal reserve wire system, or by electronic means, |
|---|
| 20 | 18 | | to accounts in the name of the district or accounts not in the name |
|---|
| 21 | 19 | | of the district. |
|---|
| 22 | 20 | | SECTION 2. This Act takes effect immediately if it receives |
|---|
| 23 | 21 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 24 | 22 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 25 | 23 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 26 | 24 | | Act takes effect September 1, 2017. |
