| 6 | 6 | | WHEREAS, La Entrada al Pacifico is a state and federally |

| 7 | 7 | | designated trade corridor that is designed to connect West Texas |
|---|
| 8 | 8 | | with the Pacific port of Topolobampo in the state of Sinaloa, |
|---|
| 9 | 9 | | Mexico; and |
|---|
| 10 | 10 | | WHEREAS, This major new trade corridor, "the Gateway to the |
|---|
| 11 | 11 | | Pacific," was conceived in the 1990s to maximize the opportunities |
|---|
| 12 | 12 | | created by the North American Free Trade Agreement; the project has |
|---|
| 13 | 13 | | been advanced by a dynamic coalition that includes the |
|---|
| 14 | 14 | | Midland-Odessa Transportation Alliance and the economic |
|---|
| 15 | 15 | | development departments of the States of Chihuahua, Sinaloa, and |
|---|
| 16 | 16 | | Durango; and |
|---|
| 17 | 17 | | WHEREAS, Over the past two decades, trade with Mexico has |
|---|
| 18 | 18 | | continued to grow, and this new corridor will increase trade |
|---|
| 19 | 19 | | between West Texas and Chihuahua, one of the Lone Star State's |
|---|
| 20 | 20 | | largest export markets; and |
|---|
| 21 | 21 | | WHEREAS, The corridor will allow businesses in the |
|---|
| 22 | 22 | | Midland-Odessa area to access the Pacific Rim and East Asian |
|---|
| 23 | 23 | | nations through Topolobampo, a closer and less expensive |
|---|
| 24 | 24 | | alternative to the crowded Port of Los Angeles, and it will ease |
|---|
| 25 | 25 | | pressure on the highly congested international crossing at El Paso; |
|---|
| 26 | 26 | | and |
|---|
| 27 | 27 | | WHEREAS, The corridor will provide the communities it serves |
|---|
| 28 | 28 | | with enormous opportunities to participate in global economic |
|---|
| 29 | 29 | | expansion, and its completion will contribute significantly to the |
|---|
| 30 | 30 | | prosperity of Texas, Chihuahua, Durango, and Sinaloa; now, |
|---|
| 31 | 31 | | therefore, be it |
|---|
| 32 | 32 | | RESOLVED, That the 85th Legislature of the State of Texas |
|---|
| 33 | 33 | | hereby express support for the completion of La Entrada al Pacifico |
|---|
| 34 | 34 | | international trade corridor. |
