5	5	CONCURRENT RESOLUTION
6	6	WHEREAS, George Herbert Walker Bush, the 41st president of
7	7	the United States, has served the American people with honor and
8	8	distinction over the course of an exemplary career in public life;
9	9	and
10	10	WHEREAS, Born in Milton, Massachusetts, on June 12, 1924, to
11	11	U.S. Senator Prescott Bush and Dorothy Walker Bush, George H. W.
12	12	Bush hailed from a family with a proud tradition of government and
13	13	business leadership; he attended Phillips Academy in Andover, and
14	14	on his 18th birthday, he enlisted in the U.S. Navy; on earning his
15	15	wings at the completion of flight school, he was among the youngest
16	16	pilots serving in World War II, and he eventually flew a total of 58
17	17	combat missions in the war and earned the Distinguished Flying
18	18	Cross for his bravery in action; and
19	19	WHEREAS, George Bush attended Yale University, where he was a
20	20	member of the Phi Beta Kappa honor society; after graduating with a
21	21	degree in economics in 1948, he found success working in the oil
22	22	industry in West Texas; his entrance into politics came in 1963,
23	23	when he was named chair of the Harris County Republican Party, and
24	24	he was later elected to two terms in the U.S. Congress as a
25	25	representative from Texas; highly respected by his peers in public
26	26	service, he received appointments to a series of high-level
27	27	positions, including ambassador to the United Nations, chair of the
28	28	Republican National Committee, chief of the U.S. Liaison Office in
29	29	China, and director of the Central Intelligence Agency; and
30	30	WHEREAS, This accomplished leader was selected as Ronald
31	31	Reagan's running mate during the 1980 presidential campaign, and in
32	32	his role as vice president of the United States from 1981 to 1989,
33	33	he focused on federal deregulation, antidrug programs, and other
34	34	domestic policy areas; in 1988, he became the Republican nominee
35	35	for president, and following his victory in the November election,
36	36	he took office as the nation's chief executive; and
37	37	WHEREAS, His presidency coincided with a time of many
38	38	significant changes in the world, including the end of the Cold War,
39	39	the dissolution of the Soviet Union, and the fall of the Berlin
40	40	Wall; noted for his skillful handling of foreign affairs, President
41	41	Bush worked toward improved relations with Russia and oversaw the
42	42	U.S. military's removal of Panamanian dictator Manuel Noriega; in
43	43	response to the invasion of Kuwait directed by Iraqi president
44	44	Saddam Hussein in 1990, he assembled an unprecedented coalition of
45	45	32 nations to drive out the Iraqi forces, an action that is widely
46	46	viewed as his greatest presidential achievement; and
47	47	WHEREAS, During and after his time in office, President Bush
48	48	has championed the cause of public and community service; in 2011,
49	49	he was awarded the Presidential Medal of Freedom by President
50	50	Barack Obama in recognition of his efforts to inspire volunteerism
51	51	in communities across the country, and Points of Light, the
52	52	foundation that he established in 1990, continues to engage
53	53	millions of people to become agents of positive change; in 2005, he
54	54	joined forces with former president Bill Clinton to lead a
55	55	fund-raiser for the victims of Hurricane Katrina, and the
56	56	initiative collected more than $100 million in donations in a
57	57	matter of months; and
58	58	WHEREAS, By his side in all his endeavors has been his wife,
59	59	Barbara Bush, whom he married in 1945; the couple are the parents of
60	60	six children, and they have proudly supported the political careers
61	61	of their sons George W. Bush, who served as the 43rd president of
62	62	the United States from 2001 to 2009, and Jeb Bush, who was governor
63	63	of Florida from 1999 to 2007, as well as that of their grandson
64	64	George P. Bush, who was elected Texas land commissioner in 2014; and
65	65	WHEREAS, In President George H. W. Bush's own words, "Any
66	66	definition of a successful life must include serving others," and
67	67	this esteemed statesman has exemplified this ideal through his
68	68	myriad contributions in the public realm; his patriotism and
69	69	principled leadership have made him a revered figure in his adopted
70	70	home state, and the renaming of the State Insurance Building in the
71	71	Capitol Complex would indeed provide a fitting tribute to his
72	72	legacy; now, therefore, be it
73	73	RESOLVED, That the 85th Legislature of the State of Texas
74	74	hereby direct the Texas Facilities Commission to rename the State
75	75	Insurance Building in the Capitol Complex as the George H. W. Bush
76	76	State Office Building in honor of former president George H. W. Bush
77	77	and his steadfast commitment to our state and nation; and, be it
78	78	further
79	79	RESOLVED, That the secretary of state forward an official
80	80	copy of this resolution to the chair and to the executive director
81	81	of the Texas Facilities Commission.
