| 9 | 9 | | BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|---|
| 10 | 10 | | SECTION 1. Section 22(a), Article VIII, Texas Constitution, |
|---|
| 11 | 11 | | is amended to read as follows: |
|---|
| 12 | 12 | | (a) In no biennium shall the rate of growth of |
|---|
| 13 | 13 | | appropriations from state tax revenues, other than state tax |
|---|
| 14 | 14 | | revenues [not] dedicated by this constitution and state tax |
|---|
| 15 | 15 | | revenues appropriated for the purpose of paying the principal of or |
|---|
| 16 | 16 | | interest on state debt, exceed the estimated rate of growth of the |
|---|
| 17 | 17 | | state's economy. The legislature shall provide by general law |
|---|
| 18 | 18 | | procedures to implement this subsection. |
|---|
| 19 | 19 | | SECTION 2. The following temporary provision is added to |
|---|
| 20 | 20 | | the Texas Constitution: |
|---|
| 21 | 21 | | TEMPORARY PROVISION. (a) This temporary provision applies |
|---|
| 22 | 22 | | to the amendment to Section 22(a), Article VIII, of this |
|---|
| 23 | 23 | | constitution as proposed by the 85th Legislature, Regular Session, |
|---|
| 24 | 24 | | 2017, excepting certain appropriations for reducing state debt from |
|---|
| 25 | 25 | | the constitutional limitation on the rate of growth of |
|---|
| 26 | 26 | | appropriations. This temporary provision expires December 1, 2019. |
|---|
| 27 | 27 | | (b) The change made to Section 22(a), Article VIII, of this |
|---|
| 28 | 28 | | constitution by the amendment applies only in relation to |
|---|
| 29 | 29 | | appropriations made for the state fiscal biennium beginning |
|---|
| 30 | 30 | | September 1, 2019, and subsequent state fiscal bienniums. |
|---|
| 31 | 31 | | Appropriations for the state fiscal biennium that began September |
|---|
| 32 | 32 | | 1, 2017, are governed by Section 22, Article VIII, as that section |
|---|
| 33 | 33 | | provided immediately before the voters approved the amendment. |
|---|
| 34 | 34 | | SECTION 3. This proposed constitutional amendment shall be |
|---|
| 35 | 35 | | submitted to the voters at an election to be held November 7, 2017. |
|---|
| 36 | 36 | | The ballot shall be printed to provide for voting for or against the |
|---|
| 37 | 37 | | proposition: "The constitutional amendment excepting certain |
|---|
| 38 | 38 | | appropriations for reducing state debt from the constitutional |
|---|
| 39 | 39 | | limitation on the rate of growth of appropriations." |
