| 13 | 8 | | BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 14 | 9 | | SECTION 1. Section 67, Article XVI, Texas Constitution, is |

| 15 | 10 | | amended by adding Subsection (c-1) to read as follows: |

| 16 | 11 | | (c-1) This state is not liable for any debts or other |
|---|
| 17 | 12 | | obligations of a retirement system described by Subsection (c) of |
|---|
| 18 | 13 | | this section. The legislature may not appropriate money to a |
|---|
| 19 | 14 | | retirement system described by Subsection (c) of this section to |
|---|
| 20 | 15 | | pay any debts or other obligations of the retirement system. |

| 21 | 16 | | SECTION 2. This proposed constitutional amendment shall be |
|---|
| 22 | 17 | | submitted to the voters at an election to be held November 7, 2017. |

| 23 | 18 | | The ballot shall be printed to permit voting for or against the |

| 24 | 19 | | proposition: "The constitutional amendment prohibiting the |

| 25 | 20 | | legislature from appropriating state money to a local public |
|---|

|---|
