138 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
149 SECTION 1. Section 67, Article XVI, Texas Constitution, is
1510 amended by adding Subsection (c-1) to read as follows:
1611 (c-1) This state is not liable for any debts or other
1712 obligations of a retirement system described by Subsection (c) of
1813 this section. The legislature may not appropriate money to a
1914 retirement system described by Subsection (c) of this section to
2015 pay any debts or other obligations of the retirement system.
2116 SECTION 2. This proposed constitutional amendment shall be
2217 submitted to the voters at an election to be held November 7, 2017.
2318 The ballot shall be printed to permit voting for or against the
2419 proposition: "The constitutional amendment prohibiting the
2520 legislature from appropriating state money to a local public
2621 retirement system to pay any debts or other obligations of the
2722 retirement system."
