| 8 | 8 | | BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 9 | 9 | | SECTION 1. Section 3, Article I, Texas Constitution, is |

| 10 | 10 | | amended to read as follows: |
|---|
| 11 | 11 | | Sec. 3. All [free] men and women, when they form a social |
|---|
| 12 | 12 | | compact, have equal rights, and no man or woman, or set of men or |
|---|
| 13 | 13 | | women, is entitled to exclusive separate public emoluments, or |
|---|
| 14 | 14 | | privileges, but in consideration of public services. |
|---|
| 15 | 15 | | SECTION 2. Section 3a, Article I, Texas Constitution, is |

| 16 | 16 | | amended to read as follows: |
|---|
| 17 | 17 | | Sec. 3a. Equality under the law shall not be denied or |
|---|
| 18 | 18 | | abridged because of sex, race, color, creed, military status, |
|---|
| 19 | 19 | | health status, ethnicity, sexual orientation, gender identity or |
|---|
| 20 | 20 | | expression, age, religion, disability, genetic information, |
|---|
| 21 | 21 | | family, marital status, previous incarceration, or national |
|---|
| 22 | 22 | | origin. This amendment is self-operative. |

| 23 | 23 | | SECTION 3. This proposed constitutional amendment shall be |
|---|
| 24 | 24 | | submitted to the voters at an election to be held November 7, 2017. |
|---|
| 25 | 25 | | The ballot shall be printed to permit voting for or against the |
|---|
| 26 | 26 | | proposition: "The constitutional amendment providing for the |
|---|
| 27 | 27 | | recognition of equal rights of all people." |
