| 9 | 9 | SECTION 1. Section 47(d-1), Article III, Texas | |
| 10 | 10 | Constitution, is amended to read as follows: | |
| 11 | 11 | (d-1) The legislature by general law may permit a | |
| 12 | 12 | professional sports team charitable foundation to conduct | |
| 13 | 13 | charitable raffles under the terms and conditions imposed by | |
| 14 | 14 | general law. The law may authorize the charitable foundation to pay | |
| 15 | 15 | with the raffle proceeds reasonable advertising, promotional, and | |
| 16 | 16 | administrative expenses. A law enacted under this subsection | |
| 17 | 17 | applies [may apply] only to an entity [that is] defined as a | |
| 18 | 18 | professional sports team charitable foundation under that law [on | |
| 19 | 19 | January 1, 2016,] and may only allow charitable raffles to be | |
| 20 | 20 | conducted at games hosted at the home venue of the professional | |
| 21 | 21 | sports team associated with a professional sports team charitable | |
| 22 | 22 | foundation. | |
| 23 | 23 | SECTION 2. This proposed constitutional amendment shall be | |
| 24 | 24 | submitted to the voters at an election to be held November 7, 2017. | |
| 25 | 25 | The ballot shall be printed to permit voting for or against the | |
| 26 | 26 | proposition: "The constitutional amendment on professional sports | |
| 27 | 27 | team charitable foundations conducting charitable raffles." |
